This position functions in the Pharmacy Service. It provides support in the outpatient narcotic vault in the pharmacy. It will provide assistance to the pharmacist as needed and delegated. This position manages all technician duties performed by vault technicians.

Duties

Duties include but are not limited to the following: Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities, obtains assistance from the supervisor on problems that may arise such as backlogged mail, which cannot be disposed of promptly. Estimates and reports to supervisor on expected time of completion of work and maintains records of work accomplishments and time expended. Prepares production reports as requested. Instructs pharmacy staff on controlled substance policy and procedure, particularly new tasks and job techniques, provides written instructions and reference materials when required. Gives on the job training to new employees and pharmacy residents in accordance with established protocols and practices. Resolves controlled substance discrepancies and report controlled substance issues referring to applicable policy. Prepares and fills outpatient orders and requests for controlled substances from the Outpatient Pharmacy Vault. Picks up narcotic orders twice daily throughout Medical Center and delivers to pharmacist. Interacts with Controlled Substance Inspection Officials in troubleshooting problems. Keeps supervisors immediately informed of any suspicious loss of narcotics. Serves as on-line back up to other Outpatient Pharmacy technicians, which includes but is not limited to answering the phones, helping patients at the window, filling prescriptions and preparing packages for mail out. Provides accurate orders for all classes of controlled substances and gives orders to the Outpatient Supply Technician. Maximizes inventory to control costs while assuring 24f7 supply of needed controlled substances. Conducts 72- hour Vault inventories and maintains required reports. Conducts other daily Vault inventories based on use. Conducts primary investigations of all discrepancies and advises Chief of Pharmacy Service and Police and Security Service on controlled substance related matters. Follows policy and procedure in reporting unresolved discrepancies. Reviews and maintains perpetual computerized records for all controlled substances in Outpatient Pharmacy in accordance with VA Handbook 1108.01. Participates in facility and department quality assurance programs by trending and tracking controlled substance use. Fills other controlled substance prescriptions as required. Maintains accurate electronic inventory through decrementing prescriptions and entering received inventory. Performs all the duties of lower graded technicians, if required. Safely stores and dispenses lnvestigational Drugs in accordance with Policy. Stays up to date on certifications, education, and training as needed. Completes annual mandatory training and education in a timely manner. Maintains current Federal and State Rules and Regulations Serves as liaison to Police and Security Service to resolve discrepancies. Arranges and participates in training for internal narcotic inspectors. Notifies the office of the Chief of Staff if inspections have not been completed by the 15th of each month. Responds to all discrepancies noted in the monthly inspection reports and follows up according to hospital policy. Initiates and conducts annual complete controlled substance inventory. Maintains records of all investigational exhibits held for police and Security Service until possession is transferred in writing. Reviews and updates all Pharmacy Service policies pertaining to controlled substances. Advises supervisor of shifts in workload and areas of staff shortages to ensure safe and timely delivery of medications. Resolves patient and staff concerns regarding controlled substances. Refers concerns not covered by policy to supervisor Maintains all required controlled substance records for a time period dictated by Federal Rules and Regulations. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Education or Experience: A high school diploma or equivalent; or at least 3 months experience. Certification: Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-7 Experience: One year experience at the next lower level and must fully meet the KSAs at the next lower level. Demonstrated Knowledge, Skills, and Abilities In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): *1. Ability to evaluate, analyze workflow, and coordinate work activities. 2. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes. 3. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff 4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment. 5. Comprehensive knowledge of the procurement and formulary process. 6. Comprehensive knowledge of investigational drug policies and procedures. 7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures. 8. Comprehensive knowledge of, and ability to, analyze data in VA information systems Preferred Experience: Must have experience in controlled substance record keeping per VHA Control Substance Directive. References: VA HANDBOOK 5005/15 PART II APPENDIX G28 The full performance level of this vacancy is GS-7. Physical Requirements: Position requires some walking, standing, bending, and lifting up to 50 pounds. The incumbent may be required to move equipment to facilitate the service's needs or program changes as dictated by either the service or the agency.
