About the Position: The Army Contracting Command (ACC-DTA) provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining TACOM, Life Cycle Management Command (LCMC) systems and supporting requirements.

Duties
Serves as Supervisory Procurement Analyst providing direction and guidance to a team of professional, technical, and support personnel. Manages, directs, coordinates and controls process management projects and contracting programs.
Performs duties in related areas of contract administration, automation, systems, policy and procedures, process improvement, metrics, and program management.
Serves as senior technical expert who interprets and analyzes complex initiatives, metrics, system changes, regulations and directives emanating from higher levels and formulates implementing guidance, instructions and procedures.
Researches, develops, and coordinates with higher headquarters and other command elements on plans for implementing acquisition initiatives to include test and development of new or modifying existing processes procedures, tools, and systems.
Provides Senior Contracting Official (SCO) level advice, guidance and assistance with highly visible and complex procurements.
Monitors regulatory and guidance changes, directives, planning documents, system documentation, and program and policy statements from higher levels, interprets and analyzes critical information, and advises and reports to higher level management.

This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional) certification within 36 months as of entrance on duty.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The duties of this position require occasional temporary duty (TDY) travel up to 10% of the time.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below for specialized experience.
Specialized Experience:
Applicant must have at least one year of specialized experience equivalent to the NH-02 (or GS-11 equivalent) level in the Federal Service which includes: 1). Collecting, analyzing, and interpreting data in order to identify trends and anomalies, which in turn provide insight into devising new and efficient techniques and procedures for the Command. 2). Providing support to customers and leadership to enable data driven decision making. 3). Providing functional support and/or training for analyzing data, and providing recommendations in accordance with statute, policy, and regulation.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent grade level).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
