You will serve as a HUMAN RESOURCES SPECIALIST (MILITARY RESERVIST) in the MANPOWER/PERSONNEL DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND.
Duties
You will assisting with developing, analyzing, advising on or improving the monitoring and reporting of Reserve Component Enlisted and Officer personnel readiness for the Expeditionary Force.
You will maintain extracted readiness data in order to prepare weekly and monthly reports required by higher authority.
You will act as the reserve Force coordinator for Navy Family Accountability and assessment System (NFAAS) and PERSTEMPO coordinator.
You will utilize these systems on a routine basis include: Defense Readiness Reporting System (DRRS), Readiness Cost Reporting Program (RCRP), Navy-Marine Corps Mobilization Processing System (NMCMPS), and the Navy Reserve Readiness Module (NRRM).
You will demonstrate an understanding of the theories, techniques and practices and the ability to apply that knowledge to military human resources management and distribution for the Reserve component.
You will ensure all reports and inputs required for meetings are prepared before the submission deadline and briefed to the supervisor for review/approval.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the HUMAN RESOURCES SPECIALIST (MILITARY RESERVIST), GS-0201-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience using comprehensive knowledge of reserve personnel principles, concepts, laws, regulations, policies, and relevant precedent decisions to recognize, analyze, and solve difficult personnel problems and make recommendations and decisions;
Experience applying Navy Reserve Readiness Module (NRRM) policies and procedures to select, assign and distribute enlisted reserve personnel;
Experience extracting personnel manning and readiness information from the Reserve Unit Assignment Document (RUAD) and Activity Manning Document (AMD) to monitor availability of reserve personnel for assignment;
Experience preparing reports and briefs from the readiness data retrieved from Defense Readiness Reporting System (DRRS);
Experience utilizing Total Force Manpower Management System (TFMMS) to include billet structure, funding, and component differences.
To qualify for the HUMAN RESOURCES SPECIALIST (MILITARY RESERVIST), GS-0201-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing reserve personnel principles, concepts, laws, regulations, policies to solve difficult personnel problems and make recommendations and decisions;
Experience applying Navy Reserve Readiness Module (NRRM) policies and procedures to select, assign and distribute enlisted reserve personnel;
Experience extracting personnel manning and readiness information from the Reserve Unit Assignment Document (RUAD) and Activity Manning Document (AMD) to monitor availability of reserve personnel for assignment;
Experience utilizing Total Force Manpower Management System (TFMMS) to include billet structure, funding, and component differences.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
