About the Position: This position will serve as an Information Technology (IT) Project Manager (Policy Planning) in the Directorate of Production Management at Tobyhanna Army Depot, Tobyhanna, PA.

Duties

Develop IT comprehensive management and procurement plans. Assure the overall management, control, coordination and execution of assigned projects. Implement corporate decisions, guidance, laws, regulations, and policies in the development of projects. Study and analyze present and projected sponsor/customer requirements and information system environments. Control and oversee project milestones from planning through construction and initial operations. Review and analyze cost reports to assure charges are all authorized and appropriate. Participate in various decision meetings affecting short and long-range courses of action for assigned projects.

  • Obtain and maintain the appropriate baseline and computing environment certifications within six (6) months of being assigned to the position.
  • Obtain and maintain a Project Management Professional (PMP) Certification through the Project Management Institute within two (2) years of being assigned to the position.

To Qualify at GS-09: Experience: Basic Requirements by possessing IT-related experience demonstrating each of the four competencies as defined: 1) Attention to Detail - being thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; AND 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IN ADDITION to the competencies, for the GS-09 you must have one year of specialized experience equivalent to the GS-07 grade level in the Federal Service which includes: (1) Analyzing Information Technology (IT) hardware and software user requirements; (2) Assisting in the development of IT goals, objectives, plans, and policies; and (3) Measuring IT performance to maintain agreed upon schedule and cost. -OR- Education: Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Time in Grade Requirement for GS-9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
