Job opening: TRANSPORTATION WHE/RAILROAD PROGRAM MANAGER

Salary: $117 831 - 153 178 per year

You will serve as a Weight Handling Equipment (WHE) and Railroad Program Manager in the Public Works Business Line of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will serve as the primary point of contact on all programmatic and technical matters relating to WHE and Railroad programs throughout the U.S. Navy. You will exercise oversight and control over the conception, development and execution of policy issues for WHE and Railroad services. You will design, conduct and oversee complicated management requirement and strategy reviews. You will represent the command on agency, interagency, and technical committees of national importance such as the Federal Fleet Policy Council, the DoD Transportation Policy Working Group, and the six Navy System Commands. You will coordinate WHE and Railroad activities with all echelons concerned to ensure program objectives are communicated, supported and achieved.

  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Managing Weigh Handling Equipment (WHE); railroad services and non-tactical vehicles and equipment (NTV&E) within Navy inventory for shore facilities infrastructure; 2) Designing, conducting and providing oversight and control of management requirements and strategy reviews for program evaluation; 3) Conducting analytical studies of complex transportation, rail and WHE programs to identify and recommend actions and solutions; 4) Referencing public laws, DoD regulatory and Navy policies regarding life cycle management of full range of Navy WHE, railroad and NTV equipment; 5) Assessing program execution to create a more efficient and effective program; and 6) Implementing programs ensuring program objectives are communicated, supported and achieved.
