About the Position: Serves as the Contracting Officers Technical Representative for the functional area of real property facilities maintenance for the installation. Assists the contracting officer in matters related to contract requirements and contract administration and provides cost estimates for breakdown to determine the most economical methods to provide services.

Duties

Investigates customer complaints and deficiency reports; initiates action to determine cause; and recommends resolution within limits of assigned authority. Maintains files of all surveillance, correspondence, sample determinations, and other pertinent contract data. Serves as the Contracting Officer's Technical Representative for the functional area of real property facilities maintenance for the installation. Monitors contractor performance and compliance with terms, conditions and specifications of the contract utilizing technical knowledge of pertinent regulations, policies, procedures, and terms and provisions of the formal contract agreements. Monitors the application and effectiveness of controls and methods, and recommends adjustment of quality assurance activities as indicated by quality data trends or conditions. Investigates customer complaints and deficiency reports; initiates action to determine cause; and recommends resolution within limits of assigned authority. Develops plans and approaches based on the contract technical requirements. Analyzes data to detect unsatisfactory trends/conditions and/or weaknesses.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the ability to obtain and maintain a non-critical sensitive Secret security clearance.
  • May be assigned an irregular tour of duty. May be required to work odd hours, weekends and holidays.
  • Must complete the Contracting Officer Technical Representative course within 90 days of appointment.
  • This position requires travel to other duty locations approximately 20% of the time.
  • This position requires successful completion of a pre-employment physical examination.
  • This position requires possession and maintenance of a valid stateside driver's license.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. QUALIFICATIONS GS-09: Specialized Experience: One year of specialized experience which includes utilizing established procedures in administering scheduled evaluations and inspections to assure conformance with contract; assisting in analyzing requirements and develop recommendations; and/or making guided decisions concerning planning and selecting surveillance techniques, determining adequacy of contractor operations and extent of corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. QUALIFICATIONS GS-11: Specialized Experience: One year of specialized experience which includes performing evaluation methods, surveillance plans and techniques, principles, procedures and regulations as related to surveillance of contractor performance; providing advice and guidance to management on contracting methods; conducting review of contracts, contracting plans; and/or applying guidelines to performance problems encountered in service contracts; applying contract policies and procedures to assist the contracting officer in matters related to contract requirements and contract administration; monitoring inspection schedules, checklists, samples and other surveillance technique for compliance with Quality Assurance; and/or analyzing data to detect unsatisfactory trends/conditions weaknesses in contractor performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
