About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W08SAA PACIFIC REGIONAL MEDICAL COMMAND, with duty location Aiea/ Honolulu, Hawaii.

Duties

Serves as the Command Security Officer responsible for oversight and enforcement of the Department of Army security program. Plans and coordinates procedures for implementation of the Information Security (INFOSEC) program. Serves as the Personnel Security (PERSEC) officer responsible for security clearances for military, civilian, contractors and foreign nationals. Acts as Command Lead for the Insider Threat (InT) program. Oversees the Sensitive Compartmented Information (SCI) Program. Provides staff management and supervision of the industrial security (INDUSEC) programs. Responsible for the oversight of the intelligence program. Serves as the Command Foreign Disclosure (FDO) Officer. Acts as Operations Security (OPSEC) Officer for the Command.

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Duty outside normal work hours may be required to resolve problems that are subject to occur on a 24-hour/7-day a week basis. Some travel may be required.
  • This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization (5 USC, Ch.752).
  • May be required to take part in readiness exercises and training.
  • Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate for overseas location.
  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
  • Must sign a statement attesting to the understanding of CIPMS/DCIPS provisions as indicated in AR 690-13.
  • Must be able to sign a mobility agreement.
  • Designated Mission Essential Position: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander.
  • Designated Key Position: This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations.
  • Two year trial period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
