The Office of Management and Budget (OMB) is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President. **Notice: More than one selection may be made within 90 days of the issuance of the certificate, if additional vacancies occur.** Promotion to the next highest grade level is neither guaranteed nor implied.

Duties

As a Program Examiner, GS-0301-12/13, your typical work assignments may include the following: The incumbent Initiates and perform legislative, economic, program evaluation, financial management, procurement, and organizational analyses on assigned program areas. The incumbent develops options regarding the formulation and execution of the budget based on detailed qualitative and quantitative analysis and present those options to the Director of OMB and other senior OMB officials. The incumbent works with OMB leadership to resolve budget and policy issues with agencies in their portfolio. The incumbent works with agencies to ensure their programs support the President's budget and management agenda. The incumbent works collaboratively with other offices within OMB and with other White House components (especially the National Security Council, National Space Council, and Office of Science and Technology Policy) on issues that are priorities for the President and senior White House officials. The incumbent responds to fast-turnaround requests for information and options regarding agencies in their portfolio.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or private sector that demonstrates your ability to: 1) Experience with budget responsibilities for the National Aeronautics and Space Administration (NASA); 2) Performing legislative, economic, program evaluation, financial management, procurement, and organizational analyses; AND 3) Formulating and execution of the budget. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or private sector that demonstrates your ability to: 1) Experience with budget responsibilities for the National Aeronautics and Space Administration (NASA); 2) Performing legislative, economic, program evaluation, financial management, procurement, and organizational analyses; 3) Formulating and execution of the budget; AND 4) Using a wide variety of sources to gather and analyze information. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
