This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN 4), VA Pittsburgh Medical Center, Health Administration Service (HAS). The Administration Officer of the Day (AOD) is a management position, located in HAS, whose responsibility is to represent both the Medical Center Director and HAS on all administrative matters occurring when assigned during other than normal duty hours.
Duties
The AOD maintains the operations of all administrative activities during other than normal duty hours, investigating all problems and incidents which may occur during these hours, and assumes full administrative responsibility in the event of an emergency or disaster until relieved by the appropriate personnel. The incumbent works rotating shifts, including weekends and holidays in accordance with the needs of the medical center. The AOD is delegated authority and responsibility to exercise the Medical Center Director's prerogative in medical administrative matters occurring during the tour of duty.The major duties of the Medical Administrative Assistant include but are not limited to:
Delegated Authority of the Chief, Health Administration Service (HAS) for administrative activities occurring on the tour.
Interprets VA rules and regulations relating to determine legal entitlement to benefits relating to hospital admission, nursing home, dental, domicile, non-VA purchased care, and outpatient care, dental treatment, prosthetic appliances, patient transfer, and beneficiary travel.
Authorized as certifying officer for documents pertaining to the administration of laws concerning VA.
Coordinates the resolution of medical-legal problems concerning the medical center.
Ensures that appropriate legal, regulatory, and policy requirements are met.
Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOA), homicides, code notifications, cost recovery matters, and facility or community disasters, etc.
Provides administrative authority, guidance, and advice to clinical management and staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
Provides orientation and situational technical advice to physicians regarding VA Policies and procedures.
Coordinates non-routine contracts received at the medical center after regular operating hours.
Receives and responds to non-routine patient condition inquiries and other administrative enforcement officials, representatives, from private hospitals, veterans service organizations, VA Central Office, congressional offices, military applicants eligibility, obtain income and insurance information for appropriate non-service connected applicants.
Work Schedule: Rotating off tours of duty to cover all operational hours 24 hours a day/7days a week, including days, evenings, nights and holidays.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement
.GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Providing and guiding medical administrative support to clinical personnel; Providing full administrative support during other than normal tour of duty to clinical and administrative staff; Coordinating the resolution of medical-legal problems concerning a medical center; Coordinating non-routine contacts received at a medical center after hours; Utilizing automated systems such as the electronic patient record, patient registration, Microsoft Word, Excel, Access programs, and web-based systems to perform administrative functions; understanding and utilizing medical and technical terminology; understanding benefits and determining veteran eligibility; and communicating to internal and external customers orally and in writing with a variety of contacts appropriately and courteously.
There is no educational substitution for the GS-07 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
