Employee will serve as a Health Technician within the Laboratory Section of Pathology and Laboratory Medicine Service located at the Veterans Healthcare System Marion, IN. The primary purpose of this position is to perform phlebotomy/blood draws on human patients including laboratory support work.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties will include, but may not be limited to the following: Performs accessioning, specimen processing, reference laboratory specimen processing, clerical function, patient testing, quality control review, lab information systems reviews, manual entry reviews, and verifies the accuracy/completeness of requests. Recognizes emergency testing situations and takes action to direct the specimens to proper location. Operates various types of laboratory equipment, i.e., centrifuges, refrigerators, freezers, in addition to consumables such as transfer pipettes, laboratory pour-off tubes and specimen containers). Verifies proper patient preparation, specimen collection, and specimen transport requirements for reference lab tests. Serves as a reference for healthcare professionals on the collection and processing of lab testing. Takes action to correct and solve problems. Performs blood draws on patients, including waived testing, special drawing techniques, proper tubes are used, and correct amount of blood is drawn. Performs glucose tolerance specimens, instructing patient on the proper procedures; preparing the collection site and drawing blood cultures. Responds to inquiries received in the lab to communication tests results, lab procedures and regulations. Uses a variety of computer software packages and laboratory systems to perform administrative/clerical duties to document and maintain lab records. Performs quality control procedures and documents and reports any quality control deviations. Performs other duties as necessary. Work Schedule: Rotating day/hours between Monday-Friday 7:30am - 4:15pm NOTE: This is a part-time position (32 hours/week). The salary listed represents full-time employment and will be pro-rated based on the actual number of hours worked each pay-period. Likewise, benefits and time-off accrual will also be prorated and based on your part-time work schedule. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. The SPF for this position is: Experience performing phlebotomy/blood draws on human patients. In addition to the English Language and Selective Placement Factor, applicant(s) must meet at least one of the following qualification requirements. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of this Health Technician - Phlebotomist and Laboratory position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5) in the Federal service. Specialized experience includes performing accessioning, specimen processing, and operating various types of lab equipment and instruments; reviewing systems and tests to assure quality control procedures; and performing clerical functions using a variety of computer software packages and laboratory systems to document and maintain lab records. Resumes must clearly support both Phlebotomy and laboratory work to support responses provided to the online questionnaire to receive credit. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed Six months of Graduate level education, or an internship meets the specialized experience required. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate education and specialized experience are also qualifying. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Attention to DetailSpecimen CollectionTechnical CompetenceTechnology Application IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing, and moderate lifting. Requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. Work involves traveling to and from patient wards; prolongs periods of standing and bending over patients and/o9r control panels of analytic instruments; reaching, stooping and bending for supplies; carrying light to moderate heavy loads (specimen collection trays, reagents, supplies), entering patient information, test orders, and data in a computer.
