The Northern Indiana Healthcare System (Marion, Indiana) is seeking a well-qualified Health Technician Fitter to fill a Health Technician Fitter within the Prosthetic and Orthotics Lab.
Duties
The fitter communicates and interacts with physicians, allied health professionals, patients, and caregivers in various interdisciplinary clinical settings, rehabilitation medicine, orthopedics, neurosurgery, vascular care, podiatry, oncology, etc. as subject matter expert in foot care to develop the foot orthotic and footwear treatment plan. The work includes complex patient analyses in accordance with established procedures for patients with unusual foot conditions, multiple complex foot conditions, interrelated foot conditions, etc.; assessment of the patient for indications/contra indications and discussion the assessment with physician/requesting provider for the purpose of developing the overall treatment plan with considerable influence in the development of that plan; carrying out the orthotic plan, consideration of new and emerging technologies in designing and fabricating unique or innovative foot devices/foot wear to accommodate or treat a wide range of complex foot conditions which include unusual problems, complications and all aspects of prophylactic foot care relative to ulceration treatment and avoidance. The fitter is expected to recognize physical abnormalities, deviations and complicating conditions with potentially life threatening implications.
TREATS, VIA ORTHOTIC PRINCIPLES, PATIENTS WITH VARIOUS DISORDERS WITH DIAGNOSIS BELOW THE ANKLE
1) Assessment of patients with impairment of human movement or musculoskeletal abnormalities that would otherwise impede their ability to participate in their social environment or other activities in order to determine functional intervention. Patient assessment may include, but is not limited to, the evaluation and documentation of:
- anthropometric data - cognition - circulation - skin integrity - protective sensation - pain - peripheral nerve integrity - respiratory capacity - biomechanics - gait analysis including temporal and spatial assessment - range of motion - muscle strength - posture and balance - proprioception - orthotic requirements - environmental barriers including social, home, and work reintegration
2) Formulation of a treatment plan based upon a comprehensive assessment to design an intervention to alleviate limitations and enhance function. Orthotic treatment includes, but is not limited to: - verification of prescription/documentation - evaluation of the prescription rationale - a needs assessment based on patient and/or caregiver input - development of functional goals - analysis of structural and design requirements - consultation with and/or referral to other health care professionals
3) Implementation of the orthotic treatment plan includes but is not limited to: - acquisition of anthropometric data - modification and/or rectification of anthropometric data - material selection - fabrication of orthotic devices - device structural evaluation - diagnostic fitting - gait training - assessment of intervention for appropriate outcomes - patient education and instruction - supervision of the provision of care
4) Utilization of a follow-up treatment plan that ensures successful orthotic outcomes, patient health and quality of life which includes, but is not limited to: - documentation of functional changes - formulation of modifications to ensure successful outcomes - reassessment of patient expectations - reassessment of treatment objectives - development of long term treatment plan - confirmation of patient education and instruction - evidenced based practice
5) Compliance with practice management plans to develop and document policies and procedures to ensure patient protection includes, but is not limited to: - adherence to applicable local, state and federal laws and regulations - following patient care guidelines and procedures maintaining a safe and professional environment for patient care - comprehension of claims development and submission

Individual Occupational Requirement Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.
Group Standard for Technical and Medical PositionsGS-07 Grade Level: Experience One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes, but is not limited to: knowledge of pathology, knowledge of all safety issues required in machine operations, knowledge and use of material and methods of contemporary orthotics, ability to read and understand prescriptions, medical terminology, clinical assessments such as gait or range of motion.

Education: You may substitute graduate education or an internship for the required specialized experience only in those instances where it is directly related to the work of the position. Combination of Experience and Education: Applicants may also combine graduate education and specialized experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the Gs-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Physical Requirements: Work requires movement throughout the medical center, standing, bending, sitting, reaching, and lifting up to fifty pounds. There exists prolonged periods of working at a computer terminal. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking of equipment and other items in storage areas is necessary. Normal safety precautions are utilized as appropriate for office, hospital, and warehouse settings. The work involves moderate discomfort when visiting sites away from the office. At times the employee may be required to wear personal protective equipment (i.e., mask and gown) when visiting work areas with other environmental exposures including wheelchair repair area or Prosthetic and Orthotic Laboratory. Patient transfer and lifting is required.
