As a Supervisory Patent Examiner (SPE) Trainer, you will provide training to an assigned group of new patent examiners in technical, legal, and patent examining methods, practices, and procedures. The best qualified applicants will demonstrate the competencies described below, including experience in developing and teaching others, and will bring enthusiasm and fresh insight from their own experience as a primary examiner in a technology center.
Duties
The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy.
The ideal candidate will have enthusiasm for sharing their technical knowledge/expertise with others while serving in a leadership role
Major Duties for this position include:
* The incumbent manages a training laboratory with a staff that includes new Patent Examiners, training assistants and instructors.
* Incumbent makes authoritative interpretations of legal precedents which involves decisions on the technology examined by examiners in the Patent Academy and for performing a number of related duties such as determining whether two or more applications contain conflicting subject matter.
* The incumbent exercises the full range of supervisory duties reviewing and evaluating the performance of all assigned patent examiners in the USPTO office of Patent Training, Patent Training Academy.
* Incumbent provides technical, legal and patent examining practice and procedure training and assistance to assigned junior patent examiners.
* Develop and conducts training sessions for groups of junior patent examiners within the Academy on selected patent examining practice and procedure topics.
* The incumbent provides technology and search assistance to examiners.
* Incumbent conducts a thorough analysis of the skill level and training needs of the junior patent examiners assigned to the Academy.
* The incumbent when not in the lab, is expected to manage other assigned projects.

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14.
Specialized experience for this position includes: Specialized experience is defined as being a primary examiner examining patent applications in the mechanical, business method, biotechnology, chemical or electrical art units.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education cannot be substituted for specialized experience at this grade level.
