The position is located in the Bureau of Educational and Cultural Affairs (ECA), Sports Diplomacy Division, Office of Citizen Exchanges (ECA/PE/C). The incumbent will oversee the Division's operations, focused on coordination of foreign policy around international sports and the design and implementation of exchange programs that foster individual and institutional linkages and promote priority U.S. interests worldwide

Duties
Provides oversight of many programs and sports diplomacy initiatives, including Sports Envoys, Sports Visitors, the Programming Initiative, the Global Sports Mentoring Programs to empower women and promote inclusion for people with disabilities.
Oversees the conceptualization, execution, and monitoring of grants and cooperative agreements to non-governmental, non-profit institutions and organizations to carry out exchange program goals.
Develops and maintains public/private partnerships with sports leagues (e.g., the NBA, MLB, the NFL, etc.), the United States Olympic and Paralympic Committee, and sports federations.
Organizes and participates in outreach activities, including major sports exchange events throughout the year involving high-level government officials and members of Congress.
As a first level supervisor, evaluates the performance of subordinates; plans work to be accomplished and sets priorities for subordinates; sets performance standards; evaluates performance and counsels employees.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing oversight of a variety of programs and sports initiatives.
Experience overseeing the conceptualization, execution, and monitoring of grants and/or cooperative agreements.
Experience developing and maintaining public/private partnerships with sports organizations.
Experience evaluating the performance of subordinates; planning work to be accomplished and setting performance standards and/or priorities for subordinates.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
