Duties

Conducts contractor performance analysis and provides said reports directly to Contracting for improvements. Responsible for developing the requirements in a variety of documentation to include Performance Work Statements and Task Orders which are used for new acquisitions for Card Program contractor support. Develops, tracks and manages Card Program projects. Develops Card Program communications, training and presentations. Develop and present Card Program metrics that highlight the overall health of the programs. Lead transition projects and program management reviews. Define and execute strategic goals to improve the Card Programs. Develop and review management controls for the Card Programs that prevent fraud, waste, abuse and misuse. Evaluate and manage overall risk to the Card Programs. Responsible for all Card Program policy, to include coordination and execution to ensure correct usage, compliance with applicable governing statutes and regulations, and reduce policy conflict. Analyze impact of new or revised legislation and policies on ongoing and proposed automation initiatives and develops system. Responsible for identifying continuous process improvements and integration of the Government’s acquisition and payment processes through development, promulgation, implementation, and evaluation of Card Program reform initiatives. Develop, plan, and monitor contracting milestones to maintain a seamless transition between card contracts, changes in card providers, performance schedules, terms and conditions and dispute actions. Responsible and key POC for the overall success of the Card Programs.

Qualifications

To qualify for a Senior Policy Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Reviewing and approving internal management controls, business and financial requirements, and associated documentation in support of card programs. Developing, implementing, and analyzing government wide metrics used to measure the effectiveness of card program initiatives intended to streamline and re-engineer functional processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
