This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of the HIV/AIDS at the U.S. Agency for International Development (USAID).

Duties

Serves as an expert and technical authority on complex and precedent-setting policy, program and operational functions; develops policies, strategies, and plans for the Agency’s Global Health Security/One Health program. Oversees the planning, designs, and implementation of One Health programs/projects that increase global capacity to prevent, detect, and respond to pandemic and emerging infectious disease threats. Exercises independence; applies authoritative judgment to develop and maintain effective relationships with stakeholders, e.g., bilateral and Host Country Counterparts, private sector, NGOs,, and global multilateral policy and funding institutions. Provides succinct comms on GHS program goals via reports, briefings, conferences, publications, trainings, etc to a variety of technical and policy audiences, including Sr Agency officials, NSC, Congress, host country and; multilateral institutions. Supervises and effectively manages a team of multi-disciplinary employees, including other supervisors, performing work at the GS-15 level (or equivalent) and below. Directly supervises 5 staff while managing a Division-wide team of over 50 staff. Oversees the planning and development of activities supporting global health security, the evaluation of one health programs/projects that are either managed directly by the division or activities undertaken on behalf of the Division.

Qualifications

Basic Requirements: Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Specialized Experience: GS-15: In addition to the Selective Placement Factor, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Experience planning and implementing elements of public health, emergency response, or infectious disease programs at the global, regional and national levels in low-and middle-income countries; (b) Experience coordinating and collaborating with a wide range of stakeholders on public health, emergency response, or infectious disease programs including host country governments, research organizations, academia, international or local NGOs, civil society, communities, and multilateral organizations working in low or middle-income countries; (c) Demonstrated experience in public health, emergency response, or infectious disease programs project design or management in low-or middle-income countries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
