About the Position: Serve as a Project Manager for the US Army Corps of Engineers - Pittsburgh PA District working under the supervision and guidance of the section Chief. Plan and execute assignments independently, setting priorities, and coordinating work with others as needed.

Duties

Overall project planning, executing, controlling, and closing civil works projects related to flood risk management, navigation, hydropower, environmental, recreation, disaster response, water supply, and other activities. Scale processes to execute projects based on risk, constraints and requirements. Lead multi-disciplinary project delivery teams (PDTs) and manages resources in planning, engineering, acquisition, construction, real estate and other supporting activities. Represent the District Commander, serving as the primary point-of contact with sponsor/stakeholders; various federal, state and local government agencies; Congressional interests; and other external organizations. Oversee the development of quality management plans to ensure the project and deliverables meet technical/engineering, policy and legal requirements. Resolve policy, technical, performance, and quality issues. Develop communications plans as well as stakeholder engagement plans. Ensure accuracy of data and information in Corps’ project, financial and information management systems. Manage project execution through all project phases to construct, repair and/or rehabilitate civil works infrastructure, facilities and/or to provide deliverables such as studies, reports, assessments or other solutions. Provide input and assistance to the civil works budget development and defense processes. Develop schedules with key milestones and budget to deliver each assigned project.

OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12: One year of specialized experience which includes: 1) Project management for one or more civil works projects under life cycle project management system. 2) Assisting in the planning and oversight of cost and schedule execution of the planning, design, and construction of projects in coordination with other functional elements. 3) Facilitating the evaluation of the status of a project against established milestones and objectives to assure the completion of goals and objectives. 4) Utilizing project, financial and information management systems/software to ease communication and reporting. 5) Supporting multidisciplinary project delivery teams and stakeholders.
