This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense. About the Position: Serves as a Senior Project Navigation Business Line Manager overseeing the planning, execution, control, and closure of high-value, national priority, environmentally sensitive civil works interrelated projects and/or sub-programs related to flood risk management, navigation, hydropower, environmental, recreation, disaster response, and water supplies.

Duties

Planning, execution, control and closure of projects associated with flood risk management, navigation, hydropower, environmental, recreation, disaster response and recovery, water supply, special projects and other civil works related activities. Manage complex acquisition strategies, major technical challenges, policy issues, and conflicting public and agency priorities. Lead multi-disciplinary project delivery teams (PDTs) and manages resources in planning, engineering, acquisition, construction, real estate and other supporting activities with decision authority to meet project objectives. Assist in the development of other project management professionals through mentoring, training, and review of work products. Develop scope and requirements based on directives, stakeholder needs, policy and related authorities, and board guidance. Resolve policy, technical, performance, and quality issues. Oversee the development of quality management plans to ensure the project and deliverables meet technical/engineering, policy and legal requirements. Maintain stakeholder relationships, keeping them informed of progress, and assures early identification of stakeholder issues and helps facilitate their resolution. Incorporate the use of emerging science, engineering and technology into planning and execution. Plan formulation, real estate acquisition, engineering, design, contract acquisition, construction, maintenance, and/or disposal/transfer. Assist budget development and defense processes. Manage project budget by allocating funds to supporting elements, ensuring all charges are authorized, monitoring performance and obligations/expenditures, taking corrective actions, and ensuring all commitments of all parties are being met. Ensures accuracy of data and information in Corps project, financial and information management systems.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent: Must have 52 weeks at the GS-12 for the GS-13 grade level.
