This position is with the St. Paul District, Engineering and Construction Division (E&C). The St. Paul District E&C designs water resource projects to benefit the people of Minnesota, Wisconsin, North Dakota, South Dakota, and Iowa, and the nation. These projects support inland navigation, flood risk management, and environmental restoration. E&C also provides emergency response to disasters.
Duties
Assists Area Engineer with contract administration, budget, training, manpower, resources, IT, and reporting on all construction work handled by Area Office.
Reviews and tracks pay estimates, modification funding requests, accruals and closeout on projects. Assists the Area Engineer with budgeting and budget management.
Acts as Area Office Training Coordinator. Advises the Area Engineer of the training budget and assists with planning and execution of annual training requirements.
Manages the Area Office's training processes. Ensures mandatory training for all personnel is scheduled, conducted and documented. Enters executed training in the training tracker.
Assists with the contract modification process. Requests funding for modifications and enters the purchase requests/commitments(PR/Cs). Generates modifications in SPS for approval. Ensures proper disposition of modification documents.
Government Credit Card holder for the Area Office. Responsible for conducting market research on purchases and ensuring purchases are made from approved sources. Responsible for creating PR/Cs and maintaining documentation.
Prepares drafts of bi-weekly, monthly and quarterly reports on all Area Office construction for submission to higher authority and for local use. Maintains report data such as modifications, status of contracts, funds and monthly progress reports.

Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Assist with contract modifications including requesting funding and/or generating the modifications; 2) plan and/or execute employee training requirements; and 3) Assist with a variety of administrative support duties related to contracts, budget, training, manpower, resource management, information management (IT) and/or reporting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
