About the Position: WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11 step 1 to GS-12 step 10 level. Incumbent of this Term position may be eligible for conversion to a career-conditional or career appointment at a later date; please see "Additional Information" below.

Duties

Collect and prepare data relating to production, cost estimates, future cost planning, and contract requirements. Audit annual and one-time contracts to ensure contractors are meeting requirements. Manage aged invoices, certifications and receiving reports. Liaise with WRAIR acceptors to expedite processing of receiving reports to facilitate the exchange of information. Implement supply management programs and policies for supply management missions. Prepare and coordinate disposition and redistribution of excess supplies. Purchase medical and non-medical supplies, equipment and/or services. Process requisitions for expendable and non-expendable property and supplies. Manage vendor electronic catalogs and/or other commercial business practice capabilities. Coordinate scheduling requirements relating to preventative maintenance and repair of equipment.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1) Preparing documentation/reports relating to equipment maintenance/repair contracts; 2) tracking equipment and/or supply-related purchases; and (3) initiating follow-up documents/inquiries on backorder requisitions.This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (DJ-02/GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Supply Management, Logistics, Acquisition Management, Contract Management, or Quality Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
