Duties
Analyze and forecast requirements for WRAIR materials.
Maintain the maintenance of the automated property records.
Plan and manages the ordering, receipt, storage issue and accountability.
Administer and apply regulations, rules and procedures.
Obtain and maintain a Government Purchase Card (GPC).
Serve as the technical liaison between the contractor and the contracting officer.
Responsible for ensuring contractor(s) satisfactory performance and timely delivery as set forth in contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year probationary period may be required.
- Must be able to obtain and maintain a Secret Security Clearance
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R

Walter Reed Army Institute of Research (WRAIR) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-02 pay band is equivalent to the GS-5 step 1 to GS-10 step 10 level, however, management has elected to announce at the higher end of the pay band (GS-09). In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualification:
SPECIALIZED EXPERIENCE: One year of specialized experience which includes: (1) Utilizing Property Book Officer Rules, Regulations, Procedures, Directives, and/or SOPs to provide property accountability support. 2) Establishing and maintaining a Government Purchase Card (GPC) for an organization. 3) Using an automated property management system to manage property assets for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Supply chain management, business administration, operations management, logistics, economics, accounting, engineering, mathematics, contract management and procurement. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
