This position is located in the Drug Enforcement Administration (DEA), Inspection Division, Office of Inspections, Audit Unit (INSA). This position(s) primary purpose is to support the Inspection Division (IG), Office of Inspections (IN), Inspection Support Section (INS), Audit Unit (INSA). Serves as a senior Auditor with responsibility to conduct and complete Performance, Financial and Attestation Audit assignments throughout DEA.

As an Auditoryour typical work assignments may include: Participating in performing objective analysis and systematic evaluation assignments to provide independent assessments of the performance of DEA organizations, its programs, activities, and/or functions by conducting complete or segments of audits of internal programs, special reviews, and on-site inspections. Assisting in developing and/or participating in the development of proposals for audits, surveys, special reviews, programs, functions and systems. Participating in the planning, conducting, and reporting on the audit and special reviews of financial programs and/or the integrated financial operations and other types of financial information for organizations throughout DEA, its programs, activities, and functions. Actively participating in developing audit approaches and formulating plans for work assignments. Prepares working papers and files in accordance with Government Auditing Standards, DOJ and DEA policies. Completing assignments in support of the performance of the most complex analysis and evaluations related to all aspects of accounting, management control and risk management.

Qualifications

Applicants must meet the Basic Requirement AND Specialized Experience requirements as noted below. Qualification claims will be subject to verification. Basic Requirement: Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You must submit transcripts as proof of education or of certification to be considered for this position. AND Specialized Experiences: To qualify for the GS-9 position: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-7, that includes: 1) Participating in analysis and evaluations related to all aspects of accounting, management control and risk management; 2) Performing specific assignments relating to the preparation of audit report development; and, 3) Assisting in evaluating financial matters such as compliance with regulations and the adequacy of financial controls. OR Degree: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. OR Combination of Experiences and Education: A combination of graduate level education and specialized experience as described on the vacancy announcement, which is equivalent to the work of the position and is equivalent to the GS- 07 level in the Federal service. This education and experience meet 100% of the qualification requirements for this position. To qualify for the GS-11 position: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-9, that includes: 1) Participating in analysis and evaluations related to all aspects of accounting, management control and risk management; 2) Presenting, clear, concise and objective audit reports with well-defined findings and well-reasoned recommendations for corrective actions; and, 3) Assisting in evaluating financial matters such as compliance with regulations and the adequacy of financial controls. OR Degree: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Combination of Experiences and Education: A combination of graduate level education and specialized experience which is equivalent to the work of the position and equivalent to the GS-09 level in the Federal service. This education and experience meet 100% of the qualification requirements for this position. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: AuditingFinancial ManagementProject Management Time-In-Grade Requirement: Applicants who are current Federal employees must meet time-in-grade requirements by the closing date of this announcement (as defined in 5 CFR 300, Subpart F).
