Duties

The incumbent will: Manage, direct, coordinate, oversee and evaluate activities of the Division. In addition, this position provides scientific leadership and expertise for HIV prevention research and surveillance and for the implementation and evaluation of evidence-based HIV prevention programs. Provide scientific leadership, oversight and direction for CDC's HIV prevention, intervention and research activities managed through subordinate supervisors. Establish, develop, and maintain effective working relationships with other federal and non-federal agencies, CDC divisions, and state and local agency officials. Plan, develop and administer scientific programs which are critical to the accomplishment of CDC's mission to promote health and quality of life by preventing HIV infection and reducing HIV-related illness and death in the United States and around the world. Give advice, counsel and guidance to employees on both work and administrative matters. Interviews candidates for positions in the Division, approves appointments, promotions and reassignments. Exercise final authority for the full range of personnel actions and organizational design proposals recommended by subordinate supervisors in the Division.

Qualifications

Current federal employees must be at or equivalent to the GS-14 grade level or above to be considered for this position. Basic Qualifications for RF-0601: Applicants must possess a degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. In addition to the basic qualifications requirement, a Ph.D. in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is required. Candidates must show clear evidence of specialized experience. Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as executive-level experience leading and/or providing consultation and statistical, epidemiological, clinical, behavioral and laboratory research services to assist state and local health departments as well as national, state and local non-governmental organizations in the planning, development, implementation and overall improvement of HIV prevention programs. Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
