OPEN TO THE PUBLIC The primary purpose of this position is: serve as the Chief, Engineering and Logistics responsible for establishing and directing engineering and logistics policy and exercising responsibilities for civil engineering, supply chain management, logistics planning, support agreements management, facilities management, emergency management, unaccompanied housing management.

Duties

1. Develops plans, organizes, and oversees the activities of the Wing Engineering and Logistics functions and seamlessly interfaces with like functional staff at Air Combat Command (ACC), 16th Air Force, National Security Agency (NSA), Central Security Service (CSS), Air Force Cryptological Office (AFCO), Air Force Installation Mission Support Center (AFIMSC), Air Force Civil Engineer Center (AFCEC), other MAJCOMs, CCMDs, HAF and agencies while serving as the primary advisor to the Wing Commander for all Engineering and Logistics matters. 2. Represents 70 ISRW with a variety of installation and functional area organizations. 3. Manages all aspects of a complex Civil Engineering and Logistics programs for the 70 ISRW. 4. Exercises supervisory personnel management responsibilities.

*** Salary ranges includes local market supplements *** In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. **As of 1 Sep 2016, current internal employees must provide their transcripts. Failure to do so will result in not being referred for the position.** BASIC REQUIREMENTS: Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, written test, specified academic courses or related curriculum. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: a mastery of one or more professional or administrative fields; knowledge of a broad range of general logistics (material management, equipment management, logistics planners, and deployment operations) and engineering (mechanical, civil, electrical, and environmental) theories, concepts, principles, practices, standards, methods, techniques, and materials of professional multidisciplinary engineering to effectively apply logistics and engineering principles and concepts to new applications, experimental theories, and other areas of responsibility.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a broad range of general logistics (material management, equipment management, logistics planners, and deployment operations) and engineering (mechanical, civil, electrical, and environmental) theories, concepts, principles, practices, standards, methods, techniques, and materials of professional multidisciplinary engineering to effectively apply logistics and engineering principles and concepts to new applications, experimental theories, and other areas of responsibility. 2. Knowledge of planning and program management to execute major projects, provide expert advice to colleagues, and present innovative recommendations for advancing programs and/or methods. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Skill in planning, organizing, and directing the functions of an organization and mentor, motivate, and appraise the staff. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to manage a small staff and carry out all phases of personnel management responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
