Duties
As a/an Environmental Protection Specialist, you will:
Assists grantees in developing standard operating procedures for administering their CDBG-DR programs in compliance with 24 CFR Part 58 including procedures to adopt environmental reviews from Federal Agencies, when CDBG-DR funding is used to supplement Federal assistance under disaster appropriations.
Works with pertinent HUD program staff in one or more public program areas throughout the agency to implement the National Environmental Policy Act (NEPA), as well as all related federal and HUD laws and policies, through incorporation into CDBG-DR programs and project implementation.
Reviews and analyzes CDBG-DR allocation notices and grantee action plans to assist in grantee development of allocation specific environmental compliance protocols.
Reviews and develops training materials for HUD staff, CDBG-DR grantees, and clients on the administration of HUD environmental policies for CDBG-DR activities.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes:
Performing and managing the development of National Environmental Policy Act (NEPA) environmental compliance reviews (examples would be categorical exclusions, environmental assessments, or environmental impact statements) for housing, community development, and disaster assistance projects.; AND
Providing training and technical assistance related to environmental regulations and the preparation of categorical exclusions, environmental assessments, or environmental impact statements.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
