About the Position: This position is located in Fort Sam Houston, Texas with the Army Contracting Command Mission & Installation Contracting Command (MICC).
Mission: Deliver ready, decisive, and synchronized business solutions and contracting support to the Army enterprise.
Vision: Operationalized support focused to enable and sustain the Globally Dominant Land Force.
Duties
Review procurement actions for complex equipment and services to assure completeness.
Monitor contractor performance in relation to the completion required by the contract.
Respond to inquiries to include formal protests and Congressional inquiries from interested parties.
Ensure solicitation is properly structured for the source selection.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of Occasional Travel 25% or less of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty in accordance with the DoDI 5000.66, change 3.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic Requirement for Contract Specialist at the GS-11 and/or GS-12 grade level(s):
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To Qualify at the GS-11 Level; in addition to meeting the basic requirement above.
Specialized Experience: One year of specialized experience which includes: 1.) Experience performing pre-award for Simplified Acquisition Procedures (SAP) or post-award procurement functions; 2.) Experience in contract management, such as, negotiations, cost and price analysis, award, contract administration, termination; AND 3.) Experience implementing contractual guidance and processes for the procurement of goods and/or services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)
To Qualify at the GS-12 Level; in addition to meeting the basic requirement above.
Specialized Experience: One year of specialized experience which includes 1.) Performed pre-award and post-award contracting functions; 2.) Contract management to include contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, termination; AND 3.) Close-out for a variety of contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
GS-11 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
GS-12 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
