This position is assigned to the VISN (Quality Patient Safety Officer) and works closely with all management staff. The primary purpose of this position is to support to executive leadership and assist in evaluating and modifying VA Healthcare Delivery Systems or smaller components/ functions of Healthcare Systems. The incumbent functions a liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices.

Duties

The incumbent will perform analysis of all areas of management including planning, organizing, implementing, coordination, controlling, evaluating, educating and improving medical, administrative and support operations of healthcare systems geared to the successful accomplishment of VA's mission, receiving additional direction and guidance as needed. The incumbent must demonstrate a comprehensive knowledge of government administrative and office procedures and systems such as MS PowerPoint, MS Excel, MS Word, MS Outlook, MS Power App, managing files and records, committee/counsel minutes and transcription, designing forms, and workplace terminology. Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. The ability to listen to and understand information and ideas presented through spoken words and sentences. The ability to communicate information and ideas in speaking so others will understand. The ability to read and understand information and ideas presented in writing. The ability to communicate information and ideas in writing so others will understand. Job requires being careful about detail and thorough in completing work tasks. At least 3 years of progressively responsible experience, performing a wide range of administrative, secretarial, and organizational skills such as preparing correspondence, scheduling appointments, arranging travel, etc., one year which must be equivalent to the GS-7 grade level in the Federal service. Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office. Participates in special information flow studies, analyses, presentations, and briefings, as assigned. Conducts conventional studies on particular operational processes, issue topics, or related special projects. Very broad studies may be assigned limited aspects of much larger projects. Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows. Contacts and engages frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by senior leadership or program offices, or departmental offices. Manages and coordinates of all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists. Works with various boards to coordinate regular committee meetings, ensuring all event management steps are completed. Coordinates with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings. Coordinates OIG Hotlines, OIG CHIP, and OIG Reports. Adheres to technical skills and scientific methodologies to resolve critical programmatic organizational and functional problems. Uses data sources to develop health planning strategies and assess priorities. Works and utilizes Quality Assurance program, TJC accreditation, current procedural terminology and international classification of diseases. Work Schedule: 0800 am to 4:30 pm (Monday thru Friday) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees serving on a Career or Career Conditional Appointment and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. For this vacancy announcement, applicants must have completed at least 52 weeks at the (GS-7) grade level to be eligible for the (GS-9) grade level and at least 52 weeks at the (GS-9) grade level to be eligible for the (GS-11) grade level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements (IOR): All positions in this occupational series have an occupational requirement in addition to the standard of meeting Time in Grade and qualifying by specialized experience and/or education. Candidates must meet the following Individual Occupational Requirements. Education: Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. ORExperience: You must have progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the above Individual Occupational Requirements candidates must also meet the following specialized experience: Specialized Experience for the GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related to this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education. Specialized Experience for the GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
