Serves as the integrator that coordinates the business process and software functions. This position provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level. Coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization performance.

Duties

Duties include but not limited to: Maintains records, prepares project administrative and statistical reports. Assures compliance with review process, and monitors compliance with program requirements. Determines the physical and data security needs for the service areas and implements necessary improvements Reviews access to terminal and files codes for the purpose of controlling access to the patient and medical records to assure compliance with the Privacy Act and Cyber Security regulations. Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. Develops initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner. Identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems. Analyzes the data collected and develops reports which reflects the scope of activities and identifies trends and opportunities for improvement. Provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software. Plans initiatives for hardware and software needs for the service. Develops new workflow process integrated with software solutions to alleviate software deficiencies. Provides training for individual users on daily operational tasks and trains new users. Designs and develops dissemination and training materials, local standards operating procedures (SOP) manuals, develops and utilizes monitoring tools Trains service employees and facility employees in the use of PIMS programs, such as scheduling, to ensure that data is entered correctly and optimizes clinic utilization. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 6:30am to 3:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience (GS-09): You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinates ongoing data collection Develop and utilize monitoring tools. Organize, compile, summarize, and analyze the data collected and develop reports which reflect the scope of activities, identifying trends and opportunities for improvement. Research problems that impact the quality and efficiency of Business Office operations. Possess the knowledge of health care systems and delivery systems, management principles, practices, methods and techniques and how they are applied within the organization OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation OR, Combination: Applicants may also combine education and experience to qualify at this level. Only education in excess of the first year of graduate school (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinates ongoing data collection Develop and utilize monitoring tools. Organize, compile, summarize, and analyze the data collected and develop reports which reflect the scope of activities, identifying trends and opportunities for improvement. Research problems that impact the quality and efficiency of Business Office operations. Possess the knowledge of health care systems and delivery systems, management principles, practices, methods and techniques and how they are applied within the organization. Discuss problem areas with personnel concerned to identify and implement remedial action to be taken. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Education cannot be credited without documentation OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond leading to a Ph.D. or equivalent doctoral degree. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
