This position is located in the Division of Environmental Health and Engineering (DEHE), Sanitation Facilities Construction Branch (SFCB), Tucson Area Office, with the duty station located at the Casa Grande Field Office, Casa Grande, Arizona. This position is assigned technical engineering duties in the Sanitation Facilities Construction Branch and reports to a District Engineer.
Duties
Scattered Sites Program
Standardizes and refines the process for serving individual scattered homes with water and sewer service, including application, site evaluation, system design, procurement and payment methods, quality control methods, documentation protocols, homeowner correspondence, customer satisfaction surveys, and reporting.
Ensures quality performance of site investigations on proposed home-sites for the purpose of designing individual water and wastewater facilities. Accurately completes soil testing in accordance with state codes and accepted office requirements. Coordinates and assists in the operation of the onsite soils evaluation throughout the District. Incumbent is responsible for independently planning, scheduling, designing, cost estimating, quality and cost control for soils testing.
Responsible for the full range of project duties associated with small projects including aspects of the National Environmental Policy Act (NEPA). This entails gathering field data, preparing preliminary engineering reports with cost estimates, drafting designs for review by engineers, working with Tribal liaisons, coordinating construction project activities, completing as-built drawings, and preparing final reports.
Project & Construction Management/Inspection
Responsible for the sanitation facilities construction program activities as assigned by the District Engineer. The incumbent is responsible for making independent contacts with contractors, as well as Tribe, State and local officials. Employee independently plans and carries out assignments which require judgment and resourcefulness as well as knowledge of Indian Health Service policies and procedures.
Estimates quantities needed for the construction of septic systems. This includes determining the type of system to be used and its approximate size.
For planning such projects, the incumbent gathers field information required for the preparation of preliminary engineering reports and detailed design plans. Collects soils samples, performs topographic surveys, conducts soil tests, and surveys water sources to establish the feasibility of developing such resources for home water supplies.
Independent responsibility for planning and conducting blocks of assigned drafting work.
Qualifications

MINIMUM QUALIFICATIONS, GS-0802-10:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-19 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Experience with water and sewer service, worked with scattered sites including application, site evaluation, system design, procurement and payment methods, quality control methods, documentation protocols, homeowner correspondence, customer satisfaction surveys, and reporting, Perform site investigations for the purpose of designing individual water and wastewater facilities, Collects soils samples, performs topographic surveys, conducts soil tests, and surveys water sources to establish the feasibility of developing such resources for home water supplies. Gathering field data, preparing preliminary engineering reports with cost estimates, drafting designs for review by engineers, coordinating construction project activities, completing as-built drawings, and preparing final reports. Performed Project & Construction Management and Inspection functions such as: Estimates quantities needed for the construction of septic systems, completing all design, planning, and contracting of new projects, Used drafting training, experience, and ability to complete topographic maps, preliminary design drawings, detailed construction drawings, and as-built, maps by use of AutoCAD. Inspects construction of sanitation facilities and verifies installation in accordance with plans, specifications, and submittals.
MINIMUM QUALIFICATIONS, GS-0802-11:

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
