This position is located in Orthotic & Prosthetic (O&P) Clinical Services, within Prosthetic & Sensory Aids Service (PSAS). The personnel in the O&P assist in designing, fabricating, repairing, modifying and fitting a wide range of custom, non-custom prosthetic & orthotic devices prescribed by physicians. Duties

The primary duties of the Health Technician include, but are not limited to: Under the guidance of the O&P Clinical Services Supervisor, the incumbent fits clients with soft good items prescribed by physicians. Measures, fits and makes minor adjustments to off-the-shelf appliances, such as corsets, belts, trusses, orthopedic shoes or simple braces for cases which require standard techniques Interprets physician prescriptions, to measures, fit soft goods to clients with a variety of conditions that often require adapting standard techniques. Incumbent will also be responsible for assisting the Orthotist/Prosthetist in the assembly of components for custom orthotic/prosthetic devices. Is responsible to the O&P Clinical Services Supervisor for ensuring that fabrication and fitting work assignments are carried out by performing a range of duties such as: maintain the work load in accordance with established work flow or job specialization, assure timely accomplishment of the assigned work load, and assure that they have enough work to keep busy: keep in touch with the status and progress of work, and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the O&P Clinical Services Supervisor on problems that may arise, emergency devices, devices that require re-fabrication and fitting. Fabricates, adjusts and repairs all orthotic/prosthetic appliances under the guidance of an Orthotist /Prosthetist. Chooses materials that are appropriate for patient diagnosis Evaluates the final product as to the specifications of the prescription Ensure that lab supplies are ordered weekly and inventory levels are kept at appropriate levels. Maintains current knowledge of new items, procedures and techniques as related to their scope of practice. Attends professional seminars and manufacturers' training seminars. Maintains lab equipment with respect to maintenance and cleanliness. Preferred Experience Preferred Experience: Fabrication of orthotic and prosthetic devices, or as a prosthetic or orthotic wearer. Selective Placement Factor: Must be physically able to operate grinding equipment routers, saws, drills, and other power tools. Quality Ranking Factor: Knowledge of and skills and abilities in computer aided design, manufacturing, and additive manufacturing (3D printing) of prosthetic and orthotic devices. Work Schedule: Monday to Friday, 8:00am - 4:30pm Position Description Title/PD#: Health Technician/PD91128A Physical Requirements: Duties require extensive periods of standing and walking. Duties require regular and recurring bending, lifting, stooping, stretching, pushing, reaching, carrying supplies and similar activities. Duties require incumbent to be able to lift. Occasionally it may be necessary to lift supplies and objects weighing as much as 50 pounds. Requires use of proper body mechanics. Incumbent must be able to work in stressful situations. The lab is busy with patients, phones ringing and sometimes very irate patients who need to be subdued

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes, but is not limited to: knowledge of standard medical terminology; reading patient charts; noting in patient charts; taking measurements, utilizing the basic equipment and tools; monitoring inventory levels and ordering lab supplies; and following established techniques with clinical supervision. OR Applicants may substitute education for the experience required. Education: You may substitute graduate education for the required specialized experience. To qualify based on education for this grade level you must have at least one (1) full year of graduate education directly related to the work of the position. (Transcripts must be provided.) OR Applicants may also combine education and experience to qualify. Combination of Experience and Education: Applicants may also combine graduate education and specialized experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (Transcripts must be provided.) To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07 level. Preferred Experience: Fabrication of orthotic and prosthetic devices, or as a prosthetic or orthotic wearer. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. You will receive credit for all qualifying experience, including volunteer experience.
