This position is located in the Quality Management Department of the Corporal Michael J. Crescenz VA Medical Center in Philadelphia, PA. The Program Specialist - Controlled Substance Coordinator/Publications Management Coordinator is responsible for developing, coordinating and managing the controlled substance program and managing the official facility regulatory publications.
Duties

The major duties include but are not limited to:
Serves as the Controlled Substance Coordinator (CSC) overseeing all compliance requirements for the facility as they related to Controlled Substance (CS) accountability;
Evaluates the effectiveness of the program by performing competency assessments on inspectors, auditing monthly inspections, continually assessing compliance with developed action plans, and reviewing of all audit findings related to the controlled substance program;
Serves as the subject matter expert for the facility on controlled substance inspections and manages and leads 40-48 controlled substance inspectors;
Conducts special projects or studies to analyze, evaluate and provide recommendations on the compliance program and the controlled substance program;
Tracks and ensures that all staff are trained in meeting compliance standards;
Develops facility policies, procedures and educational training as it related to controlled substance inspections, unresolved discrepancies and performance measures for the controlled substance program;
Works directly with clinical and pharmacy staff in a clinical setting providing guidance regarding a large, controlled substance program;
Produces monthly statistical trending reports for the Quality Executive Board (QUB); performs in-depth research, analyzes operating contingencies and special situation investigations;
Conducts and coordinates initial controlled substance fact-finding into discrepancies;
Tracks controlled substances throughout the facility and designs an integrated system that would eliminate inappropriate access to controlled substances without negatively affecting patient care;
Coordinates, facilitates and conducts controlled substance inspector's assignments;
Develops and implements effective mandated education and training on the controlled substance inspection compliance program for all Controlled Substance Inspectors;
Prepares a monthly summary of findings including all noted discrepancies to the Medical Center Director;
Actively monitors the monthly controlled substance unannounced inspections, by maintaining an active presence during the inspections by the Controlled Substance Inspectors;
Maintains an electronic correspondence publications data tracking system;
Monitors, tracks and reviews all publications for appropriate distribution and concurrences;
Issues, plans and provides guidance for short, mid and long-range planning and programming aspects of a large enterprise-wide publications program in a hospital setting;
Identifies areas for improvement, develops the processes for that improvement, implements the improvements in the publications program and evaluates the outcome of the implemented processes;
Analyzes and evaluates on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures and objectives; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-9 grade level, applicants must meet at least one of the following:
Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist - Controlled Substance Coordinator/Publications Management Coordinator position, and that is typically in or related to the work of the position to be filled. Specialized experience is demonstrated work experience supporting an organizations' controlled substance program to include, assisting with the developing, and distributing educational materials pertaining to a controlled substance program; assisting with implementing training to staff performing inspections of controlled substance; evaluating and documenting results of each inspection; providing technical assistance and answers questions and/or resolving issues pertaining to the controlled substance program; assisting with performing tracking and analyzing duties for the purpose of improving processes and identifying problem areas; preparing statistical reports; and effective interpersonal skills in presenting recommendations and negotiating solutions to disputed recommendations.NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~ OR ~
Education: Successful completion of a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Program Specialist - Controlled Substance Coordinator/Publications Management Coordinator. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required to attend meetings at different parts of the facility or to attend inspections at a specific area in the facility or affiliated locations. Travel may be required to complete inspections off-site or attend educational opportunities. The work may at times become highly stressful due to the sensitivity of topic, intensity of persons involved, complexity of task or volume of activities.
