The primary purpose of this position is to provide adverse action, military justice, legal assistance, Client Support Administrator (CSA) duties and manage the long range civilian manpower/ personnel program requirements to support the military and civilian attorneys and other legal specialists in the Office of the Staff Judge Advocate .
Duties
Provide support for all military justice and adverse actions
Manage design, develop, upgrade, install and maintain office automation systems, including hardware, software, and voice mail communications systems for the a Law Office
Incumbent provide assistance to the legal assistance program as needed or other duties in support of the Office of the Staff Judge Advocate.
Serve as the office focal point for all civilian manpower related issues.
Perform other administrative and clerical duties in support of the Office of the Staff Judge Advocate.
Use varied and advanced functions of word processing soft are to create, format, modify, edit, and print a variety of letters, reports, memos, and other textual documents

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes .) Performing extensive legal research to provide legal guidance and case law updates to attorneys. 2.) Analyzing issues of fact and issues of law while utilizing knowledge of rules of court procedure and evidence to prepare draft briefs, digests of case decisions, other litigation papers, and advisory opinions for attorney review. 3.) Maintaining adverse action docket, to include administrative involuntary board-entitles and non-board entitles discharges. 4.) Preparing draft briefs, digests of case decisions, litigation papers, and advisory opinions for attorney review

OR EDUCATION: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university(Note: You must attach a copy of your transcripts.).
OR COMBINATION OF EXPERIENCE AND EDUCATION: COMBINATION OF EXPERIENCE AND EDUCATION: I have some specialized experience as described in specialized experience, but less than one year; and I have less than two years of doctoral-level education as described education. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify) (Note: You must attach a copy of your transcripts.)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
An Associate 's degree from a regionally or nationally accredited college or university in Paralegal Science ( or similar field) is desired.
Knowledge of rules, procedures, policies, and programs of the Office of the Staff Judge Advocate to perform the procedural and administrative work of the organization sue as preparing and editing legal documents and administrative correspondence, maintaining files and record , and assembling information for various legal documents and reports; knowledge of legal services and terminology in the area of military justice, legal assistance, and legal research techniques; and knowledge of grammar, spelling, capitalization, punctuation, and required legal formats and directives regarding preparation of written communications to produce legal and administrative documents and communications
Knowledge of office functions to screen telephone calls and visitors, customer assistance, prepare and review correspondence, and perform other administrative work of the organization.
Ability to interpret and apply regulatory and procedural requirements to process unusually difficult and complicated transactions
Understanding of hardware and software installation and integration requirements for office automation systems, LAN administration, and working knowledge of JA specific soft are/web based programs is required
Knowledge of grammar, spelling, capitalization, punctuation, and required legal formats and directives regarding preparation of written communications to produce legal and administrative documents and communications is required.
Skill in logic and interpersonal skills to conduct interviews, recognize, explore, and exploit leads, detect discrepancies in information, distinguish between relevant and irrelevant information, and analyze, interpret, and evaluate information obtained is required
Knowledge of principles and concepts to interpret regulation nd instructions is required.
Working knowledge of computers and computer software is required to support office operations and procedure a variety of textual documents, such as letters, reports, memorandums, and form letters.
Skill in typing (40 wpm); a qualified typist is required
Ability to communicate effectively, both orally and in writing
Understanding of the Staff Judge Advocate Manpower Standard and civilian personnel actions both GS and NSPS personnel programs, is required
Working knowledge of the Internet and Web page design is recommended
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
