This position is located with the BLM Fire & Aviation Directorate, Division of Support Services, Branch of Security Unit, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Duties

The incumbent applies extensive knowledge of established security rules, procedures, and methods to independently perform the full range of standard and non-standard assignments. Duties include evaluating security procedures and recommending changes, independently resolving a wide range of security issues and incidents using judgment based on circumstances, and providing leadership and mentoring security guards. The incumbent serves as the activator for Light Activation Station (LAS) for Homeland Security Presidential Directive 12 (HSPD-12) regarding Personal Identity Verification (PIV) as defined by Department of Interior (DOI) PIV Policy. Performs locksmith duties associated with maintaining a customized Grand Master Key System creating and maintaining the integrity of customized key combinations to prevent unauthorized access. Provides positive entry control for NIFC Campus in accordance with standard operating procedures and other directives. Physically verifies federal credentials and/or other identification documents. Monitors Perimeter Intrusion Detection System (PIDS), uses CCTV or dispatches patrol to assess active alarms. Clears and document alarms. Performs testing and troubleshooting of PIDS. Conducts foot patrols of NIFC, NIFC Aircraft Ramp, and NIFC North complex area; responds to emergencies and/or alarms, and documents incidents. Reports issues with building equipment, fire alarms, air handling unit, humidity and/or water alarms, etc. Troubleshoots Closed Circuit Television (CCTV) equipment and software. Serves as the system operator for the Physical Access Control System (PACS) system; responsible for building access profiles within the PACS system, data entry and retrieval, assigning physical access rights, and creating access schedules as needed.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. For GS-07: You must possess one year specialized experience at or equivalent to the next lower grade level that is equivalent in difficulty and complexity as indicated by the following examples: Experience in the protection of life and property, controlling site access, patrolling grounds, and responding to alarms and/or maintaining order; knowledge of protective systems and techniques; planning and implementing security/protective programs; preparing security related reports; writing/updating policies and procedures; patrolling grounds/buildings; enforcing security rules and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Routine work includes a moderate degree of physical discomfort (walking, running, climbing ladders and stairs, and stooping). Incumbent is required to stand for long periods of time on hard surfaces or concrete. The incumbent may be required to use force to defend against physical attack. Work Environment: Shiftwork is performed indoor and outdoor, in daylight and in the dark of night, and in adverse weather conditions seven days a week around the clock. The incumbent may be subjected to potential hazards (motorized vehicles, slippery surfaces, dust, smoke, noxious fumes, bright lights) and bodily harm/injury from persons intending harm. THIS IS A DRUG TESTING DESIGNATED POSITION in accordance with Executive Order 12564, and under the Department's Drug Free Workplace Program. Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
