This position is in the Office of the Administrator (ROA), Federal Railroad Administration (FRA). ROA consists of the immediate offices of the Administrator, Deputy Administrator and Executive Director, as well as the Offices of Civil Rights, Public Affairs, Congressional Affairs, and the Executive Secretariat staff.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include:
Experience applying analytical and evaluative methods and techniques to processes, issues or functions related to the administration and support of an office.
Experience with management practices consisting of administrative and logistical support to include budget support, contract processes and procedures, and acquisition/procurement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals.
