This vacancy is for a Chief of Staff position in the Office of the Secretary, Office of the General Counsel (OGC), Deputy General Counsel for Administration (DGCA) within the Department of Commerce. The incumbent will provide direct support to the DGCA, in the administration of the overall operations of the Office and, by extension, in OGC, generally. Assuring OGC organizations comply with policy directives and objectives of the DGCA and resolves policy and program operation issues.
Duties
As the Chief of Staff, you will be responsible for:
Exercising central influence in the development and implementation of major Office programs and policies. Overseeing the development and administration of policies and programs that serve to implement the objectives of the Deputy General Counsel for Administration (DGCA).
Coordinating closely with the Office of the Chief Administrative Officer on the development of policies and procedures that might have application beyond the Office.
Serving as the lead on internal quality management/process improvement initiatives.
Directing the assignment of functions, hiring, training, promotions, awards, disciplinary actions, leave, and the broad technical evaluation and review of work of subordinate administrative staff. Assuring that an active effort is made to promote equal opportunity for employees within the Office, and outside the organization through program outreach efforts.
Coordinating actions required of the Office as a result of executive policy decisions and actions. Exercising delegated authority in coordinating the resolution of program and policy issues that arise between or among OGC offices and sub-units.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as:
Experience as a Chief of Staff, Chief Administrative Officer, or equivalent in a legal office (federal sector legal office preferred) managing, coordinating and/or integrating program functions involving legal, administrative, and managerial work.
This experience must include: (1) demonstrating mastery knowledge of the systems, programs, policies, and laws, rules, and regulations unique to the management of a large legal office; (2) spearheading change management initiatives; (3) developing and maintaining partnerships across legal and administrative offices; and (4) leading and supervising professional staff, either directly or through subordinate supervisors.
