The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. Duties

This position is located in the United States Capitol Police (USCP), Office of the Chief Administrative Officer, (CAO), Office of Facilities and Logistics (OFL), and Office of Occupational Safety, Health, and Environment (OSH&E) Division. The primary mission of the USCP is to protect life and property; prevent, detect, and investigate criminal acts; and enforce traffic regulations throughout a large complex of congressional buildings, parks, and thoroughfares. OSH&E Division is responsible for planning and directing the Occupational Health, Safety, and Environmental Programs. The OSH&E Division ensures USCP's compliance with the Occupational Safety and Health Act (OSHA), and its standards requiring that the workplace be free of recognized hazards to prevent serious injuries. The Division ensures employing offices and employees comply with the established workplace safety requirements. This position requires a background investigation. The incumbent works with the Occupational Health and Safety and Environment Health Programs Administrators who identify projects, regulatory compliance inspections, and their scope. Schedule and conduct quarterly facility inspections. Inspects and surveys worksites to identify and evaluate conditions that may be hazardous to employees' safety and health. Prepares findings, reviews, and recommends approval or disapproval of the facility's corrective actions. Coordinates the quarterly Occupational Safety & Health Committee meetings with designated Occupational Safety and Health (OSH) Liaisons to ensure occupational safety inspections are being completed timely within the Divisions and submission of work orders for the correction of any hazardous findings. Assist the OSH Liaisons with conducting Division inspections and the timely submission of work orders as necessary. Oversees the administration of the Personal Protective Equipment Program. Responsible for the issuance, training, inventory management, and technical guidance of equipment and consumables. Keeps abreast of changing regulations and commendations concerning Occupational Safety, Health and Environment Programs. The incumbent interprets and applies OSHA standards and USCP Directives and Standard Operating Procedures as necessary. The incumbent provides recommendations related to the development of safety policies and procedures, investigates and identifies risks, and recommends and implements solutions to eliminate safety issues. Provides recommendations and participates with other OSH&E team members in the development of alternative strategies to address significant occupational safety and health issues and concerns. Participates and provides recommendations for the creation of safety manuals, develops safety training materials, and conducts training classes to diminish workplace injuries and reduce health risks while promoting awareness. Assists in developing impact assessments and decision/information papers for review. Assists with maintaining inventory records, tracking shelf life, lot numbers, and expiration dates of consumables. Maintains OSHA logs when applicable.

Requirements

• You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. For the CP-9/GS-11 you must have one year (52 weeks) of specialized experience equivalent to at least the CP-8/GS-10 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes 1) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. 2) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. 3) Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. 4) Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. 5) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
