This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Construction Control Representative position is with Construction Division within the Omaha District, U.S Army Corps of Engineers. The position performs inspections and construction management supporting field and office engineering.
Duties
Provide compliance reviews of contractor operations and procedures to determine the desirability of changes or proposed solutions to problems encountered in construction.
Provide technical review of project plans and specifications to determine bid ability, constructability, site compatibility, and anticipated problems.
Make recommendations for efficiency improvements reflective of field conditions and identifies deficiencies needing correction.
Present information to groups and individuals to explain guidelines and regulations regarding projects including new facilities, renovations, upgrades, maintenance, and environmental remedial activities.
Monitor the contractor safety program for compliance with safety manuals and applicable regulations and requirements.
Review contractor proposed work schedules for adequacy and feasibility to determine if schedules will be met.
Perform biddability, constructability, operability, and/or environmental reviews of plans and specifications.
Prepare daily logs and reports reflecting construction progress, quantities of materials, equipment breakdowns, labor shortages, weather conditions, reasons for delays, instructions given to contractor, and any unusual circumstances encountered.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to travel/perform Temporary Duty (TDY) 25% of the time.
Qualifications
Position will be filled as a term appointment NTE 5 years, may be extended up to a maximum of six years. If a current permanent Army employee with Competitive Status (tenure 1 or 2), accepts a time limited appointment, they forfeit their permanent status and become subject to the provision of the term/temp appointment.

GS-08 Specialized Experience: Specialized Experience: One year of specialized experience which includes: 1) Inspecting equipment and materials to identify construction deficiencies; AND 2) Assisting with the preparation of government pay estimates for contractor work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
For In-service Applicants (Current or Former Federal Employees)
GS-09 Specialized Experience: One year of specialized experience which includes: 1) Inspecting equipment and materials to identify construction deficiencies; AND 2) Assisting with the preparation of government pay estimates for contractor work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For Outside Applicants (Non-Federal)
GS-09 Specialized Experience: One year of specialized experience which includes: 1) Inspecting equipment and materials to identify construction deficiencies; AND 2) Recommending modifications to contract plans and specifications based on field conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position,
