This position is located in Pension and Fiduciary (P&F) Service. Pension and Fiduciary (P&F) Service administers the pension programs and fiduciary activities for compensation, dependency and indemnity compensation (DIC) and pension beneficiaries Department of Veteran's Affairs Veterans Benefits Administration. P&F Service is responsible for the development of policy, procedures, training, and oversight of the delivery of VA pension benefits and fiduciary activities worldwide.

Duties

Specific duties include: Provides strategic planning advice to the Director of the Pension & Fiduciary Service in the implementation of all policies, practices, and management and operational approaches of the Veterans Benefits Administration. Initiates and conducts confidential studies as a basis for recommending change in broad administration policies or operations. Identifies and articulates a clear strategy and vision for the Pension & Fiduciary Service. Evaluates significant policies and proposals, prior to their consideration by the Director of the Pension & Fiduciary Service, to ensure that balanced and accurate documentation of all options are presented. Advises on the development of directives on administrative operations. Ensures the efficient operation of the office through proactive management and effective problem resolution. Plays a key role in addressing issues which cross Department lines and directly affect operations of Headquarters and field components. Reviews organizational proposals for Pension & Fiduciary Service and briefs on all implications of proposals, makes recommendations to approve, disapprove, or modify specific proposals. Serves as a member of various committees, e.g., Executive Assistants meetings, budget meetings, and space committee meetings. Evaluates the content of new or modified legislation for projected impact on VBA transformation and innovation efforts. Based on legislation, prepares recommendations that may impact the way VBA programs operate. Develops new or modified policies if necessary and ensures their implementation nationwide. Gathers background material and develops speeches on a wide range of subjects for the Pension & Fiduciary Service to present to VA, service organizations and other stakeholders. Conducts executive review of correspondence in assigned areas requiring concurrence and/or signature of the Director or management/agency officials. Supervises the P&F Service Administrative Operations staff and is responsible for establishing their goals and objectives, ensuring they are provided opportunities to develop the skills needed to perform their roles, and evaluating results. Directs the planning, direction, and execution of major program segments that are critical to program success, to include requirements gathering and development. Analyzes and interprets laws, regulations, and rules as they affect the establishment of new policies, procedures, and methods of operation. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/28/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Operate as an expert in planning, formulating recommendations and developing strategies for the office. Design and conduct a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to short- and long-range planning. Applying a wide range of administrative laws, Executive Orders, policies and precedents applicable to the workings of the office. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Position is sedentary.
