The Marion VA Health Care System is seeking a full-time Registered Nurse to serve as Quality Improvement Coordinator (QIC) - HRO Educator Nurse within our Quality, Safety, Value & High Reliability (QSVH) service line in coordination with the facility HRO Champion and HRO LEAD.

Duties

As the QIC HRO Educator Nurse, the incumbent is a supportive role to other QIC staff in leading the effort to meet or exceed performance expectations to include but not limited to EPRP, SAIL, IPEC and other quality performance measures. The incumbent also serves to improve administrative and clinical processes throughout the health care system in collaboration with the System Redesign Coordinator. In order to accomplish these tasks, the incumbent must have a broad-based knowledge of Marion VA Health Care System's overall mission, vision, values, strategic priorities and knowledge of HRO pillars, principles, values and an understanding of the various performance measures to include but not limited to EPRP, SAIL, and IPEC quality performance measures. The QIC HRO Educator Nurse serves as a program specialist and facilitator for health care system activities related to HRO and performance measures, including but not limited to clinical process improvement, business/administrative process improvement, and optimization of patient flow. The incumbent ensures the Marion VA Health Care System's plans and objectives are strategically aligned with VISN 15 and national performance measures. The incumbent provides specialized support services and guidance in the analysis of current processes and the implementation of new processes, thus helping the health care system to becoming highly reliable and thus improving care for all Veterans. The QIC HRO EDUCATOR Nurse works with all levels of staff within the facility, including top-level management, and CTT team members. Incumbent will be responsible for supporting curriculum in conjunction with VHA/VISN HRO and National Center for Patient Safety (NCPS) working with Services/Departments to schedule classes, perform the required pre-work for the classes, conduct face to face classes for CTT and CTT based simulation sessions, and facilitate and track CTT Unit Based Safety Projects to completion utilizing clinical experience in performance improvement in relation to reducing risk in clinical activities and programs. Various trainings may be held virtually and at any Marion VAMC location, CBOC and Evansville Healthcare Center, Indiana. The QIC HRO EDUCATOR Nurse must be self-motivated and self-directed, understand various clinical treatment modalities and possess a basic understanding and skill in the following: Organization and administration of multifaceted health care delivery systems Analysis of clinical and administrative data sets Database Management Demonstrate use of sound judgment in clinical and administrative decisions Communicate effectively both orally and in writing with professional, administrative and technical staff Demonstrate knowledge and experience with Performance Improvement strategies Know of cultural change, systems and safety aspects of care and delivery of care Demonstrate knowledge and experience with Change Management strategies The incumbent must possess effective public speaking skills and the ability to communicate effectively, both orally and in writing, with a wide variety of individuals and organizations. The QIC HRO EUCATOR Nurse must be capable of providing strong leadership, demonstrate expertise in the role of the administrator and program manager, and be comfortable in the role of educator, and direct service provider. These responsibilities will be dictated by the needs of the program and may change as the program progresses. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: BSN or Masters in nursing or related field with a minimum of two (2) years nursing experience. Skilled in teaching, coaching, and facilitating multidisciplinary groups and clinical/non-clinical teams. Implementing tools and techniques that support Patient Safety, ZERO Harm, Just Culture, Leader Rounding, Safety Huddles and Forums, Visual Management and HRO principles and values. Preferably have certification or specialized training in Clinical Teams Training/CREW and LEAN/Six Sigma. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing, and the ability to lift at least 20 lbs. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent will be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities rapidly based on organizational and Veteran needs.
