This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.
This position is located in the Iran, Iraq and Arabian Peninsula Division, Office of Analysis for the Near East Affairs, Bureau of Intelligence and Research (INR/NEA). The Division is responsible for the review and analysis of all source intelligence.
Duties
Plans, organizes, and directs the activities of assigned sub-regions (Iran, Iraq and the countries of the Arabian Peninsula) ensure regulatory requirements are met.
Represents the Department in interagency meetings, provides guidance to Department policymakers based on input from analysts, briefs key stakeholders, and serves as an IC expert in various intergovernmental and non-governmental fora.
Provides analytical support to the Director of National Intelligence, the National Intelligence Council, and National Intelligence Managers for the Near East and for Iran.
Advises on the analysis necessary to support of the formulation of U.S. foreign policy as well as U.S. relations with foreign governments and international organizations.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing advice, guidance, and consultation on intelligence related to Iran, Iraq, and the countries of the Arabian Peninsula to senior policymakers at the Department and U.S. Government agencies—including relevant IC agencies—as well as experience editing all-source analytic assessments written to inform these officials.
Experience managing and supervising a diverse staff to accomplish to goals of the organization—with an emphasis on positive communication and problem-solving to accomplish to goals of the organization—and using a wide variety of tools to temporarily or permanently fill organization staffing gaps.
Experience providing and coordinating briefings and meetings on both program- and Middle East-related issues for senior officials and others, including using established facilitation methods to achieve meeting goals.
There is no substitute of education for specialized experience for the GS-15 position.
