The Human Capital Branch provides OMB policy and management officials with expert management advice, consultation and assistance in OMB personnel matters. This includes providing assistance, and reviewing and recommending organization alternatives to enhance OMB's performance in the crucial area of human resources (HR) management.

Duties

As a Supervisory Human Capital Specialist (Talent Acquisition), GS-0301-14, your typical work assignments may include the following: The incumbent works with managers, human resources staff, and other communities of practice to determine innovative approaches to hiring the right talent commensurate with the unique and specific needs of OMB. The incumbent identifies appropriate recruitment opportunities and thorough knowledge of hiring techniques. The incumbent works with OMB managers to implement personnel policies regarding recruitment and placement, personnel reassignments, and position management. The incumbent sets the workforce planning strategy for OMB. The incumbent conducts special studies and analyses of personnel and human resources data. The incumbent assesses workforce characteristics and future needs based on OMB mission and strategic plan. The incumbent aligns the office human capital policies and programs with organization mission, strategic goals and performance outcomes. The incumbent analyzes and recommends alternative procedures and processes necessary to effect administrative and human resources management decisions.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience. Examples of specialized experience are: Supervising or leading a team, and developing, implementing and recommending talent acquisition policies, procedures and guidance serving as a strategic HR advisor. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience that demonstrates your ability to: 1) Apply knowledge of HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs; 2) present written communication in order to persuasively convey program needs to high level managers for decisions; 3) present oral communication in order to persuasively convey program needs to high level managers for decisions; 4) Apply knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals; 5) Organize work, set priorities, and determine short- or long-term goals and strategies to achieve them; coordinate with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes; AND 6) Identify problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
