You will serve as a INTERDISCIPLINARY ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the Environmental Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.

Duties

You will provide team coaching and monitor performance. You will provide input to training plans and provide training and mentoring to technical staff and personnel in other business lines. You will coach staff as the senior technical expert and point of contact (POC) for technical documentation methods. You will facilitate information sharing, coordination and distribution of technical data within the water program. You will act as the primary water POC in NAVFAC SW to provide consistency and high quality documentation for environmental compliance across the Region. You will interpret water laws, regulations and policies to effect good business decision and successful project execution. You will review schedules, cost estimates and strategies developed by team members to ensure accuracy and reasonableness. You will represent NAVFAC SW to regulatory agencies and the NAVFAC HQ Media Field Team. You will provide briefings, point papers or other information to Commanding Officers, Public Works Officers, CNIC, and other federal, state or local jurisdictions as required. Your primary duty is to support Drinking Water Reach Back Work for Red Hill, new Water Treatment Plant(s), new Administrative Consent Order Drinking Water requirements, and items associated with the Pearl Harbor Water Resources Management Plan. You will routinely interact with staff, subject matter experts and leadership at Commander Navy Region Hawaii, NAVFAC Hawaii, and the Red Hill Joint Task Force in coordination and execution of drinking water related reach back work.

Qualifications

This position has a Selective Placement Factor for those applying for the GS-0819, Professional Environmental Engineering Series that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading others in delivering products and services for various environmental media (i.e., storm water, wastewater, potable water, lead paint, and asbestos); 2) Applying innovative theories and state of the art methods to solve problems for environmental media; 3) Ensuring environmental projects adhere to established facilities and systems acquisition processes; and 4) Communicating with a wide variety of contacts in order to clarify, interpret, and advise on environmental laws, regulations, policies, and guidance. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

You must have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
