This position serves as an Acquisition Analyst providing definitive guidance to DOL acquisition personnel on procurement related issues. This position is inside the bargaining unit.

Duties

Major duties for this position include, but are not limited to: Serves as an Acquisition Analyst providing definitive guidance to DOL acquisition personnel by researching applicable laws and regulations, drafting updates to procurement policies and procedures, providing training, making recommendations to the Branch Chief of Policy & Project Management Division (PPMD) on procurement related issues, and discussing procurement related issues with other Federal agency personnel. Reviews DOL Acquisition Regulation (DOLAR) and other acquisition policy, Department of Labor Manual Series (DLMS) sections, and other policy and procedural issuances (e.g., Secretary's Orders), and public information brochures to support adherence and effectiveness in all aspects of acquisition and assistance programs within the DOL. Drafts and reviews policy and procedures to meet the requirements of new Federal Acquisition Regulations, legislation, Executive Orders, OMB Circulars, etc., where there has been little adherence, experience or precedent in the Department. Drafts procedures in procurement to take advantage of changes in technology and improve customer service. Reviews existing procedures, researches issues with procurement program staff, and recommends changes to improve customer service. Provides technical assistance in the acquisition areas by reviewing activities, answering questions or offering solutions to problems encountered within DOL acquisition and program offices during market research, source selection, negotiation or administration of contracts.

Qualifications

You must meet the "Specialized Experience" requirements to qualify for Acquisition Analyst, as described below. For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-12 is defined as experience that demonstrates research of applicable laws and regulations, knowledge of acquisitions policy guidance, reporting and analysis, drafting and interpreting procurement policies and procedures, providing training and making recommendations to leadership and discussing procurement related issues. Examples of this experience must include: Develops procurement regulations, policies, procedures (including Standard Operating Procedures), templates, guidance and best practices, for implementation across the Department. Provides oversight of procurement management and operations. Represents the Department authoritatively on selected procurement issues internally and externally in high level venues. Reviews and analyzes data extracted from various reporting systems and communicates results. Develops baseline performance measures for the acquisition system. Develops new methods, approaches, or procedures used by other contracting personnel in solving procurement problems. Knowledge and understanding of analytical and evaluative methods, information gathering, documentation, and problem identification techniques. Reviews proposed acquisition strategies for accuracy and Federal procurement policy, regulation, statutes, and guidance compliance. Develops and trains, guidance or briefing material for the acquisition community.
