The primary purpose of this position is to plan, implement, administer, and advise on Education and Training Flight's (ET&F) academic opportunities, tuition assistance program, career and force development programs, other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian and family members.
Duties
Provides individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels.
Serves as technical expert on a variety of educational programs.
Provides mass briefings and a variety of outreach and customer services duties.
Performs a variety of administrative duties related to the educational counseling program.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.
Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
Teaching methods: Study of teaching strategies and learning styles of the adult learner.
Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
AND
SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing date of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes planning, implementing, administering and advising on academic opportunities, tuition assistance programs, career and force development programs and other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian members and their families. AND
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. (See positive education requirement per OPM Qualification Standards for General Schedule Positions.)
Knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community).
Ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis.
Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis.
Skill in conducting interviews and delivery of formal and informal presentations and briefings.
Physical Demands The work is sedentary. Generally, the employee performs work comfortably seated; however, there may be some walking, standing, bending, and carrying of light to medium weight items such as desks, tables, televisions, and other classroom equipment. No special physical ability is required by the work.
Work Environment The work is primarily performed in an office, training room, or classroom. The worker faces everyday risks or discomforts requiring normal safety precautions. The work area is adequately lighted, heated, and ventilated.

Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
