The primary purpose of this position is to be the single point of contact for planning, administering, developing, and evaluating the installation training and education services program at the aggregate MAJCOM level as well as selected FOAs. Responsible for all aspects of MAJCOM unique coordination.

Duties

Planning, and directing of the USAF Off-Duty Voluntary Education program and special training programs. Performs staff functions for the centralized MAJCOM Voluntary Education program for the Air Force Reserve Command. Represents the Voluntary Education Program and Accelerated Misson Readiness Training (AMRT), or similar/related programs, with a variety of DOD, MAJCOM, installation, and functional area organizations. Oversees, plans, and develops procedures, budgets, and resources to support command Accelerated Mission Readiness Training (AMRT) and upgrade training programs. Oversees MAJCOM professional educational and vocational guidance and testing services. Oversees functional assessments and inspections of supported organizations focused on education services and testing programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Applicants who wish to qualify for positions at higher grade levels (generally grade GS-7 and above) must also meet the requirements shown in the table on page IV-A-22, in addition to meeting the basic requirements. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes education theories, principles, procedures, and practices of secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques to develop an accredited program; planning, developing, and directing adult education/training programs to include gathering facts, evaluating education/training needs, and making adjustments and improvements to accommodate program/service changes. Note: You must submit a copy of official transcripts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of education theories, principles, procedures, and practices of secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques and testing procedures to advise on and evaluate voluntary education programs. Knowledge of civilian/military programs, objectives, policies, procedures, and/or requirements in parallel business and industry organizations to administer MAJCOM training programs/services. Knowledge of budget regulations and procedures to administer training funds and forecast to monitor/track resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts. Skill in developing training material and conduct train to education services personnel on program responsibilities Skill in gathering facts, evaluating education/training needs to recommend adjustments and improvements to accommodate program/service changes within existing resources without sacrificing quality/quantity. Ability to communicate effectively orally and in writing to express ideas and concepts in reports and meetings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
