This position is located in the Executive Office of the President (EOP), Office of Administration (OA); Office of Chief People Officer (OCPO). The incumbent serves as a senior specialist and subject matter expert for the Internal Control and Audit Program.
Duties
As a Human Resources Specialist (Quality Review Specialist), GS-0201-14, your typical work assignments may include the following:
Administers the Internal Control and Audit Program with a primary emphasis is on recruitment production and quality to include evaluation of timeliness and quality of job assessments conducted, job announcements posted and referrals issued.
Audits timeliness of requisitions, timeliness/accuracy of event and actions coding, quality of security coordination, accuracy of requisitions and job offers made in proper priority order, etc.
Utilizes a wide range of HR practices, laws, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
Uses detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions.
Monitors and evaluates staffing production by preparing weekly production reports.
Compiles and analyzes a variety of program, production, advisory and demographic indicators to identify adverse trends and potential trouble spots.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1. Conducting audits of Title 5 recruitment, placement, and compensation actions in order to ensure compliance with federal rules, laws and regulations; 2. Utilizing analytical methods and techniques to identify and help resolve complex human resources issues and problems; 3. Preparing reports and guidance for management on Human Resources problems or trends and suggested solutions; and 4. Providing verbal and written guidance to other Human Resources team members on human resources topics.
DCPDS and USA Staffing experience preferred. Delegated Examining Certification preferred.
