The Human Resources Analyst position is located in the Administrative Office Human Resources (AOHR). The AOHR is responsible for providing human resources service to the AO management and staff; and developing and administering the AO's human resources management and pay system consistent with the Administrative Office Personnel Act of 1990 and other federal statutes.
Duties
This position will report to the Supervisory HR Specialist Recruitment & Workforce Planning in the Administrative Office Human Resources (AOHR). The AOHR is seeking a self-motivated professional Human Resources Analyst to join its team. The incumbent will be responsible for conducting research, analyzing complex data sets and systems, identifying trends, preparing reports, and making recommendations. The incumbent will undertake a variety of administrative and program management duties, including the planning, implementation, and management of new activities and programs that includes assisting in coordinating and managing various subject-matter programs. The incumbent will be required to provide subject-matter guidance to employees and managers in ways that enhance efficiency and teamwork. The ideal candidate must have excellent communication and organizational skills, experience in a team environment and the ability to work collaboratively with all stakeholders both internal and external to the AOHR.
The duties of this position include, but are not limited to:
Providing reporting and analytics for all facets of Human Resources to include position classification, performance management, workforce planning/restructuring, diversity and inclusion, succession planning, and other HR topics.
Creating and maintaining HR reports and dashboards utilizing appropriate system tools (Excel, Power BI, etc.) to effectively present HR metrics.
Conducting in-depth analysis of HR data to identify patterns, trends, and correlations; and translating complex data into actionable insights and recommendations for AOHR and organizational leaders.
Providing benchmarks and conducting research on emerging best practices for approaches to advancing diversity and inclusion; and creating workforce demographic reports.
Developing recommendations for strategic recruitment efforts by identifying gaps in representation various job series, occupations, and competencies, etc.
Developing a recruitment library to include occupational assessment questions and interview questions.
Leading or participating in special projects and planning and attending collaboration meetings to ensure projects are on schedule.
Providing reports and various data sets to support AOHR programs including but not limited to recruitment, veterans, benefits, retirement, position management.
Designing and recommending recruitment strategies to address specific and on-going needs.
Reviewing draft and final position description classifications for accuracy in accordance with AOHR policies, and procedures, and other regulatory resources.
Developing and maintaining position description library; and performing special reviews and surveys to make recommendations for standardized position descriptions.
Developing reports concerning trends, needs, gaps and makes recommendations for effective recruitment and retention of difficult to hire positions.
Assisting in the review and development of HR standard operating procedures.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Experience applying a wide range of human resources concepts, practices, laws, regulations, policies, and precedents to provide guidance on various HR topics to include recruitment, position classification, performance management, workforce restructuring, succession planning, and diversity and inclusion;
Experience interpreting and applying positions classification standards to positions and determining the current pay category, occupational series, title, and grade level of positions; and
Experience collecting, compiling, and analyzing HR data, metrics, and statistics, and ability to comprehend, create, and integrate key performance indicators (KPIs) and analytics of measurement into HR functions and processes applying the data to make recommendations related to recruitment and retention.
