About the Position: Serves as the Operations Project Manager (OPM) for an assigned area with full managerial authority and responsibility for maintenance and operation of a large and complex multipurpose lake and channel project. Duties

You will supervise a staff of professional, administrative and wage grade employees though a subordinate supervisor. Responsible for the preparation of a multi-million dollar combined annual budget, obligations and expenditures schedule, and cost estimates. Set project priorities for funding of major maintenance, construction of new facilities and facility modifications, including appropriate allocation of Special Recreation Use Fees (SRUF). Anticipate, plan, resource, and justify future funding requests for programs and policies that align with contemporary needs for recreational resources, opportunities and equipment. Develop an effective dam safety program and insure appropriate inspections and documentation records are maintained for future reference. Serve as on-site liaison between lessees and licensees and the Real Estate Division and ensure compliance with lease or license requirements. Participate in emergency preparedness drills and development of procedures on a national, regional, and local basis through Operations Division’s Emergency Management Program, Civil Defense and county and state governments. Determine availability of project lands and water for outgrant and disposal purposes. Resolve controversies and deal with pressures to change the lakeshore management plan or other resource management for managing public lands and waters. Ensure all necessary regulatory permits are obtained for project activities conducted by the Corps, and other Federal, state, county, and local agencies. Direct the development of the Operations Management Plans (OMP) for management of natural resources and recreational facilities, and maintenance of facilities, and shoreline management. Establish short and long range project objectives which serve as the principal framework for determining budget and personnel requirements for the project. The natural and developed resources of the Corps lakes are such that the lake has significant regional importance as a water resources development project and attracts heavy visitation from a large regional area of the United States. Consider socio-economic factors in the development of resource management plans to support the economic stability of recreation-related businesses and industries as well as the social stability of surrounding communities, cities and counties. Promote acceptance, understanding, and compliance of Government policies and objectives in meeting the needs of the general public with respect to use of recreation and lake areas. Establish and maintain working partnerships with personnel of city, county, state and federal agencies to exchange ideas and information and to coordinate work on adjoining lands, or to plan and coordinate joint projects. Responsible for directing, through subordinate employees, hired labor, or contractors, the planning, development, renovating, construction, maintaining, closure, and consolidation of recreation areas and facilities. Responsible for the management and conservation of all natural resources on thousands of acres of public land and water. Supervise the maintenance and repair of embankments, uncontrolled and controlled spillways, shorelines, roads, parking areas, water distribution systems, sewage treatment systems, and recreation facilities. Recommend parameters for negotiation of local law enforcement contracts and administers the contract to ensure public compliance with Title 36 regulations, local, and state laws.

Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes ALL OF THE BELOW: 1)assisting in managing, controlling, and executing water resources programs and projects; AND 2)coordinating the planning, design, cost engineering, construction, and environmental considerations for water resources projects; AND 3)assisting in controlling and managing project milestones and budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Interpersonal SkillsNatural Resource ManagementPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
