About the Position: Serves as the Assistant Operations Project Manager (OPM) with responsibility for park management and recreation functions. **Recruitment incentives, including student loan repayment, may be offered to highly qualified candidates.

Duties

At the GS-11 level, the duties are developmental in nature leading to the full performance level of GS-12. The duties are described at the GS-12 level. You will: Identify define and resolve difficult resource management problems that arise out of the intense public and political interest in the project and the requirement to handle delicate relations with adjacent land owners. Implement assigned programs described below based on approved budget. Set priorities based on workload, regulations, money available, and other considerations. Oversee the project functions of property management, training, uniform program, building management, and vehicle and vessel management and advising OPM on hiring of personnel within his/her program areas. Provide safety education and training to employees so that they can perform their assigned tasks in a productive and safe manner. Arrange for additional training in CPR, Multi-Media First Aid, and defensive driving. Train personnel in the awareness of, the policy and guidance covering the execution of a Visitor Assistance Program. Implement management plans designed to protect and/or utilize all natural resources on Public lands and water Manage the recreation program at the project.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Ability to work nights and/or weekends depending on the needs of the project to which the employee is assigned.
  • May be required to obtain/maintain a CPR certificate and first responder (or equivalent) certificate.
  • Required to wear prescribed uniform.
  • Federal and Department of the Army Drug Free Workplace Program. Detection of the presence of drugs is warranted. This position is subject to a pre-employment drug screening, and random testing thereafter.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This is not a supervisory position.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: GS-12: One year of specialized experience which includes ALL OF THE BELOW: 1) assisting in managing, controlling, and executing water resources programs and projects; AND 2) coordinating the planning, design, cost engineering, construction, and environmental considerations for water resources projects; AND 3) assisting in controlling and managing project milestones and budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above]). GS-11: Specialized Experience: One year of specialized experience which includes at least 1 OF THE BELOW: 1) assisting in managing, controlling, and executing water resources programs and projects; OR 2) coordinating the planning, design, cost engineering, construction, and environmental considerations for water resources projects; OR 3) assisting in controlling and managing project milestones and budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or above]). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher -level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
