This position is in the U.S. Department of Agriculture (USDA), Farm Production and Conservation, (FPAC), Natural Resources Conservation Service (NRCS), Science and Technology Deputy Area, Conservation Engineering Division (CED). The selectee serves as the top lead editor and supervise editorial staff for the S&T directives, technical papers, correspondence, and other documents before release to ensure conformance with NRCS and Federal editorial policies.

Duties

Provides national leadership for coordinating the NRCS publication process. Provides national leadership and coordination for the development of innovative, customer-oriented technical publications that are developed in a variety of formats and are delivered through a variety of media. Analyzes program objectives to determine the quantity and priority of NRCS publications. Develops procedures that improve the efficiency and quality of publications, including editing, formatting, and report generation. Oversees and coordinates the CED and S and T Deputy area internal review process to comply with USDA Scientific Integrity policy. Formulates and review editorial standards, policies, and procedures for the NRCS. Coordinates national training for NRCS staff responsible for preparing publications. Writes, edits, formats and/or oversees the editing of major CED publications in conformance with agency and current Federal policies for organization, grammar, readability, consistency, coherence, logic, clarity, and style.

  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-13 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Researching and developing editorial and publishing policies and practices for an organization, such as the writing style, directives, technical papers and internal correspondence; Managing and coordinating the review and responses to organization directives; Reviewing and editing technical documents for an organization that includes directives, technical papers, regulatory rules, program funding announcements, and/or congressional reports; Working with other organizational training officials to exchange information and resolve common training and training-related problems relating to writing, formatting, editing, finalizing, and publishing organization documents; and Planning and implementing new formats for agency directives and other publications to meet the needs of specialized audiences.
