The Health System Specialist position is located within the Medical Staff Office under the Chief of Staff for the Montana VA Health Care System and is responsible for providing administrative and technical direction and support to Credentialing and Privileging operations.
Duties
This position is responsible for the Credentialing and Privileging process by ensuring compliance with Veterans Health Administration policies, directives, memos and notices of The Joint Commission standards, recommendations by the Office of Inspector General and Government Accountability Office and other internal/external auditors and reviewers as appropriate: Major duties and responsibilities include, but are not limited to:
Assists Credentialing and Privileging Manager in developing short/long-term goals necessary to accomplish the mission of the Credentialing and Privileging Program.
Serves as the Subject Matter Expert in the field of credentials and clinical privileging.
Drafts local credentialing processes and Medical Staff Bylaws in compliance with applicable regulations.
Receives and reviews correspondence and communications for program function and determines which items require immediate attention and which are confidential in nature.
Ensures accurate provider data is entered into and maintained in Vet Pro (i.e., state licensure, Drug Enforcement Organization licensure, National Practitioner Data Bank, Continuous Query enrollments and renewals, Federation of State Medical Boards, professional education, specialty medical training, certifications, adverse licensure or privileging actions, initial/renewal of privileges).
Manages provider applications for Licensed Independent Practitioners within the medical facility.
Provides guidance and instruction to hospital staff in completing required documentation of establishing privileges.
Assures application packages and supporting documentation meet technical requirements per specialty of provider application and database account.
Serves as technical advisor to the Executive Committee of the Medical Staff; researches and reviews related literature and regulations to keep informed of current requirements that may affect health care providers.
Prepares agendas for credentials-related meetings; ensures those involved are notified of expectations and appropriate paperwork is accomplished completely and accurately for committee action.
Develops and provides routing and special reports as requested by the Credentialing and Privileging manager; composes correspondence requiring Clinical Service Chiefs, Chief Of Staff and Medical Center Director signatures for privileging actions.
Serves as a Purchase Card Holder for the service and is responsible for maintaining records, reconciling monthly charge statements and verifying legitimacy of requests.
Work Schedule: Monday-Friday, 8:00am-4:30pm (ad hoc telework available based on the needs of the agency)

Physical Requirements: The work is primarily sedentary with occasional, light physical effort required such as walking, stair climbing and carrying of light office items.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Individual Occupational Requirement (IOR): The Health System Administration Series, 0671 has a minimum qualification entry requirement:
Specialized Experience: Progressively responsible analytical, administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities and provided knowledge of the following:
Missions, organizations, programs and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel and procurement. OR,
Education: Undergraduate and Graduate-Level education in a major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices and procedures and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND,
GS-07 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: thorough knowledge of pertinent laws, regulations, policies and precedents, accreditation standards and guidelines which affect the use of program-related support services; skill in applying analytical/evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations; ability to communicate orally technical information to a diverse group of individuals with varying levels of understanding; knowledge of contacts required for verification of information in health care provider files; knowledge of medical terminology, medical specialties and core privileges and procedures to assure competence/appropriateness of credentials and privileging requested; ability communicate in writing to prepare emails, letters, reports and committee minutes; skill in using software applications such as word processing, databases, and internet applications for data entry, file maintenance and data retrieval and analysis; skill in attention to detail to analyze applications, documents, files and other material. OR,
Applicants may substitute education for the experience required for the GS-07 level. You must have 1 full year of graduate level education or superior academic achievement. OR,
Applicants may also combine education and experience to qualify at the GS-07 level. You must have anequivalent combination of successfully completed graduate level education as described above and specialized experience to meet total experience requirements. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e., 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
